About this file
This document provides user count estimates for the Bureau of the Census and the National Institute of Standards and Technology within the Department of Commerce to support a requirements analysis for a new Business Applications Solution. It estimates the number of users that will require access to various core financial management modules like accounts payable, accounts receivable, and payroll processing. It also projects user counts for procurement activities, property management both within and outside of decennial census years, and business intelligence tools including data warehousing and reporting. The user estimates are based on current fiscal year usage and consider factors like the percentage of peak concurrent users and additional Census users needed during decennial census cycles. The total number of projected users government-wide is estimated at nearly 6,000 with about 1,800 users for the core financial system excluding bankcards.

NOTES:
1. Based on FY14/FY15 Current user counts.
2. Within Core Financials, some users may require access to more than one module.
3. Peak Concurrent Users based on rough estimate of percentage of total users per application.
4. Decennial Years will add 10% more Census users for the acquisition, core financial and BI tool sets.
5. Workflow refers to our use of SharePoint for invoice routing. We are assuming with an e-invoice solution there will be a need for users to access BAS
