About this file
This document describes a series of interfaces required for a Business Applications Solution. It lists 16 bureau-specific, 3 acquisition-specific, and 3 property-specific interfaces totaling 22 interfaces. The interfaces range from low to high complexity and include file transfers between systems for vendor data, property records, payroll information, and other operational data. Exchange of data is needed daily, monthly, or annually to comply with various federal regulations and inventory reporting requirements. Well-defined interface specifications, file formats, directions, and points of contact are provided. The solicitation seeks offers by April 15th to develop a solution that will replace or integrate existing systems and facilitate continued seamless exchange of essential data across the Department of Commerce enterprise.

Other (Describe in Comments)
Inventory data is received by the property system from other systems and sends data to other systems in order to facilitate the inventory needs of the Bureau tracks employees, including field reps to accountable property
Daily APMS Varies Low Out- Bound
Batch Fully data file No Yes We have requirements for the ability to look at property data as a snapshot in time as well as current inventory.
This capability still needs to exist.
Whether we need to the ability to load data from other systems will depend upon functionality in property systems

R01 NOAA GSA real property Real Property Specific Interface
Ability to interface with GSA real property system.
Monthly rent and DHS bill data imported from GSA's Rent on the Web system to DOC's Federal Real Property Management System in order to pay NOAA's bills due to GSA and DHS each month.
Data is critical to ability to pay NOAA's GSA rent bill.
NOAA has a small window of time between when rent bills are released and when we must pay them. The system must be able to import the bills and to allocate costs according to the multiple accounting codes within the FRPM system. The end result of the current process is a monthly file uploaded to CBS to send an IPAC to GSA paying NOAA's bill.
Monthly GSA Rent on the Web
Currently DOC's
Federal Real Property
Management System
(FRPM) but would be the new system.
Low In-Bound Batch Partially Flat file Yes Christine Beinhacker or John Albrecht
Yes Currently files downloaded from GSA ROW site are csv files - one for rent and one for DHS bills. RPMD changes commas to spaces and produces the files (see text files
10AP1300
and
13AG1300
attached to our e-mail) for import into
FRPM. FRPM
extracts all of the pricing data and sf from the file that is found on a GSA bill (see PDF file GSA and DHS Rent Bills for August 2013 attached to e-mail). In processing the import, FRPM does some analysis of the new data to produce reports that show changes from preious period (see Word Document GSA Rent Process using
FRPM) .
NOTE: RPMD
believes that the file could be downloaded as an Excel file which may be preferable.
Currently not downloaded as Excel because FRPM is configured for the text file.
R02 NOAA GSA/OMB Federal Real Property Inventory Profile Interface
Real Property Specific Interface
Annual file produced as an export for GSA/OMB's required Federal Real Property Profile.
Detailed specifications are issued each year by the Federal Real Property Council (see attached
FY13
Guidance for Real Property Inventory Reporting).
This is a mandatory reporting requirement to GSA/OMB and is enforced.
Annually Currently Federal Real
Property Management System but would need to be whatever system replaces
FRPM

Federal Real
Property Profile
Low Out- Bound
Batch Partially XML file in a format prescribed by GSA/OMB (see FY13 Guidance for Real Property Inventory Reporting at http://www.gsa.gov/portal/mediaId/178911/fileName/2013_Data_Dictionary_VERSION_2_912 as well as txt file FY2012 NOAA xml for FRPP)
Yes Chris Coneeney
Yes Report produced annually.
Normally DOC produces the XML file and runs it through the FRPP system which generates an error report.
We work to fix the errors within our FRPM system and then DOC and we repeat the process until they receive an error free report. The DOC runs the process and produces one report to
FRPP
covering all Department Agencies.
R03 NOAA NOAA Staff Directory Real Property Specific Interface
Data on personnel assigned by location to determine utilization rates.
Without the interface NOAA is not able to provide data DOC and other stakeholders utilization information.
Monthly NOAA Staff Directory
Current FRPM but would be the new system
Low In-Bound Batch Fully Excel Yes LaNetta McWilliams
Yes Data from the NOAA Staff Directory would have to be tied to a key identifier such as property ID.
R04 NOAA Real Property Deferred Maintenance and Repair System
Real Property Specific Interface
Previously a software program known as the Integrated Facilities Information Program
(IFIP)
software was used to develop NOAA's list of Real Property Deferred Maintenance projects and NOAA's repair backlog -required for
NOAA
financials and for the Federal Real Property Profile.
NOAA has not yet replaced IFIP but envisions that a replacement will be acquired or will need to be designed to capture this information.
Ideally BAS would incorporate this function and no interface would be needed.
NOAA is required to report on deferred maintenance and on its repair backlog as part of Circular A- 136 and to
GSA/OMB
under Executive Order 13327 Federal Real Property Asset Management for the Federal Real Property Profile. The deferred maintenance and repair interface would be needed in order to track and report on this information.
Annually TBD Currently FRPM but would be the new system
Low Bi- Directional
Batch Fully TBD Yes N/A Yes Data on properties in the Real Property Inventory, i.e.
Property ID, Address, Line Office, would need to be provided to the IFIP replacement software and data from the
IFIP
replacement software (property condition information and repair cost estimates) would need to be provided to or incorporated into the system that replaces
FRPM.
R05 OS/OAM GSA real property Real Property Specific Interface
