About this file
This document is an Amendment (Amendment 0006) to a Request for Quotation (RFQ) for the FY26 Okeanos Explorer Drydock Repair solicitation by the National Oceanic and Atmospheric Administration (NOAA). The amendment updates key provisions, including FAR Provision 52.212-1 and CAR Clause 1352.223-70, and modifies the pricing structure by breaking out ORF (Ocean Research Fleet) and PAC (Pacific) Growth into separate amounts. The solicitation requires quotations to be submitted electronically in two volumes: a non-price volume containing technical capability and past performance, and a price volume with detailed pricing for all line items.
The solicitation covers dry dock repair services for the NOAA ship Okeanos Explorer, with a period of performance from 12/01/2025 to 3/07/2026. Quoters must submit pricing for base items and growth items, including labor rates and material markup/handling fees. The government will evaluate quotes based on technical capability, past performance, and price reasonableness. Quoters are required to provide past performance information for up to three relevant contracts performed within the last three years, and must hold their pricing firm for 120 calendar days. The amendment also updates the point of contact for agency protests to Ashley Perry and provides instructions for accessing additional reference documents.
