About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the NOAA Ship Okeanos Explorer FY26 Drydock Repair. Amendment 0005 provides answers to contractor inquiries and clarifies several technical specifications for the drydock repair project. Key technical clarifications include details about transducer replacement (an EK80 18KHz transducer), areas requiring A-60 fire insulation restoration, anticipated fuel and slops tank levels (50-60 thousand gallons of fuel, 1,000 gallons of slops), and identification of missing references and drawings.
The amendment updates the contract specialist and contracting officer contact information, with Jim Vannatta and Ashley Perry now listed as the primary contacts. Multiple technical references and drawings are noted as pending delivery via Kiteworks, including documents related to weight reports, docking plans, compartment access drawings, technical manuals, and various ship system specifications. The amendment emphasizes that additional questions are still pending response from the Contracting Officer's Representative (COR), which may result in future amendments to the solicitation.

Answered Inquiries
Q11:
Please provide the following references not provided in the original package:
ITEM NO. 07001 Government Furnished Material and Contractor Provided
A11:
Government furnished material listed individually under each work item and in CAR 1352.245-70
- Government furnished property in solicitation.
Q12:
Please provide the following references not provided in the original package:
ITEM NO. 10102 Areas requiring insulation mailto:Ashley.Perry@noaa.gov
A12: The following areas were missing A-60 fire insulation, as the result of previous repairs.
Insulation must be replaced to restore the A-60 Class Rating: (1) A 2ft x 4ft section in main machinery room above #3 Generator (2) A 2ft x 4 ft section in the Propulsion motor room on the bulkhead forward of the UPS (3) A 4 ft x 4 ft section in motor room above the Port Propulsion
Motor. (4) A 4 ft x 4 ft section in aft steering above the Port Rudder.
Q13:
ITEM NO. 10001 Anticipated tank levels at arrival
A13:
Dependent on Dock location, anticipate 50-60 thousand gallons of fuel, 1000 gallons of slops.
Q14:
SPECIFICATION ITEM NO.: 56201
PARAGRAPH / SECTION NO: TITLE: 1.4.6.2
Please provide the make, model and photos of the rudder angle indicator.
A14:
The make, model and photos will be provided in Kiteworks.
Q15:
SPECIFICATION ITEM NO.: 46101
PARAGRAPH / SECTION NO: TITLE: PAC EK60 Replacement
The Specification directs the contractor to Replace the EK-60 38kHz Transducer with a new model. The contractor found discrepancies in the specification.
• Paragraph 1.4.1 Procure a new EK80 transducer: P/N ES18-11MK2, split beam, 11°, 18 kHz w/20m open ended cable from Kongsberg Underwater Technology. Provide COR with PO documentation.
• 1.4.7 Install the GFE 38 kHz transducer in the same mounting ring and orientation as the removed unit. Installation must be smooth to the hull.
Questions and clarifications:
1. Please clarify if NOAA needs a 38 Khz or 18 kHz transducer?
Note: from Kongsberg the removing a 38 and replacing it with an 18, is not possible.
1. Is the new transducer GFM as per 1.4.7 or is the contractor suppling the new transducer per
1.4.1?
A15:
1) EK80 18KHz P/N ES18-11MK2 is the required item and is a contractor procured item.
NOAA has consulted Kongsberg, based on the consultation this is feasible.
2) Paragraph 1.4.7 was written into the spec for another contract and was not updated. The new transducer is contractor furnished.
Q16:
It appears part of the DWG locating issue is that the reference titles in the specifications are different from the reference titles provided in the folders. Search functions become useless.
Please review and confirm our findings and help with providing the remainder of the missing references.
Additionally requested is a reply to:
