Continuation Page – Amendment 0007
OKEANOS EXPLORER FY24
DRYDOCK RFQ#
1305M223QNMAN0142
The purpose of this Amendment is as follows:
1) RFQ_1305M223QNMAN0142 REV 2 has been updated to reflect the following changes:
a) The last day for questions changes from 10:00 AM Eastern, August 4, 2023 to 10:00
AM Eastern, August 18, 2023.
b) The closing date and time is changed from the proposals to be submitted no later than 10:00 AM Eastern Time, August 18, 2023 to 10:00 AM Eastern Time, August 25, 2023.
2) Answers questions from vendors:
Question 1: With regards to WI 512-02, Contractor (KTR) request the following information and clarifications:
Para 1.4.2 specifies KTR to “Install Diffusers/Silencers on the following ducts. Use Reference
1.2.2 or equivalent..” Reference 1.2.2 is titled “Kinetics Noise Control Report”, however KTR cannot find that such a report was provided with the solicitation, nor was any contact info for the
Kinetics Noise Control (KNC) company provided in the Work Item. Para 1.6.1 is “Photos of ducts requiring diffusers/silencers”, however the photos provided give no indication of what is to be procured/removed/replaced.
During Ship Check the Govt representatives did not seem to be aware of any details regarding
“diffusers/silencers” to be installed in order to allow consideration of “or equivalent” alternatives as stated in WI.
KTR was eventually able to track down a POC with KNC company who seems to indicate that the products their company recommended to the Govt in their report are proprietary to KNC company.
KNC stated they would provide a quote for material acquisition and technical documentation for installation requirements of items recommended in the report, however at this time no such information has yet been provided.
Request Govt consider the details described above during their evaluation of KTR’s Extension
Request submitted 8/14/2023.
Response 1: The closing date and time is changed from the proposals to be submitted no later than 10:00 AM Eastern Time, August 18, 2023 to 10:00 AM Eastern Time, August 25, 2023.
Question 2: Request Govt provide the “Kinetics Noise Control Report” listed as Ref 1.2.2 of WI
512-02, and also provide any other previous quotes or technical information received from KNC company for KTR use in estimating the procurement/removal/installation requirements of Para
1.4.2, or for determination of “or equivalent” alternatives depending on the nature of the
“diffusers/silencers” presumably described in the report.
Response 2: Ref 1.2.2 of WI 512-02 is listed as “512-02 Ref 1.2.2 KNC_Project_230202RH_ Submittals.pdf in SAM.gov. Noise Control performed a survey. The references provided with this amendment are posted on Sam.gov with the file name “Airborne Survey Results”, KNC_Project_230202RH Quote”,” IAC Silencers Submittal Sheets #9017-DR”, ‘KNC_Project_230202RH_Schedule”, and ” 22-
55552 NOAA Vessel”.
Question 3: In work item 422-01 paragraph 1.4.1, directs the contractor to connect the navigation
Light inside watertight enclosure, vice plugs identified in Reference 1.2.1.
Is the intent of 1.4.1 to remove the 6 each Single Gang and 9 Double Gang watertight Pauluhn receptacles and replace them with 4 x 4 watertight bass box, with brass cable glands?
Response 3: The existing LOPO Lights were wired directly into the base of the light, the plugs specified in the drawing were not used. 4 x 4 watertight brass box with brass cable glands is acceptable.
Question 4: The specification directs the contractor in paragraph 1.4.2 Remove all interferences in way of performing the power tool clean, blasting and preservation of the mission deck. Use
Reference 1.2.1 as a guide.
Will the ROV Tracks on the aft deck be remove by the shipyard or the ships crew?
Response 4: The shipyard will be responsible for removing and reinstalling the tracks.
Question 5: The contractor received a proposal from Thrustmaster of Texas apparently identical to the proposal they previously provided to the Govt (as WI Ref 1.2.1) stating that “PROPOSAL
DOES NOT INCLUDED CABLING OR CANBUS J1939 CABLES”, and additionally that
“ITEM'S QUOTED ARE FOR REFERENCE PURPOSES ONLY” When questioned about these statements in their proposal they responded “The control system has not been designed yet, so the item numbers provided will most likely change once design is completed.”
The contractor proposes to submit a proposal to the Govt for accomplishment of WI 568-03 based solely on the equipment and service costs provided in Thrustmaster’s proposal. Any other material, including cabling, required to be procured once the design is complete will be subject to equitable adjustment via change order upon final system design.
Request Govt provide concurrence with this proposal methodology. If this is unacceptable, then based on the apparent lack of system design necessary to create a fixed price proposal from, request Govt provide a front loaded material cost for Contractor to assume in its proposal to the
Govt.
Response 5: All the current cabling at the panels stays in place. CANbus cables will need to be run between the local panel and bridge panel. These are circled RED on the attached drawings listed as “B119454-A” and “B119261 DIAGRAM.pdf in SAM.gov. Attachment
