Continuation Page – Amendment 0004

OKEANOS EXPLORER FY24

DRYDOCK RFQ#

1305M223QNMAN0142

The purpose of this Amendment is as follows:

RFQ_1305M223QNMAN0142 REV 2 has been updated to reflect the following changes:

a) The last day for questions changes from 10:00 AM Eastern, August 2, 2023 to 10:00

AM Eastern, August 4, 2023. See Page 4, 10 and 38.

b) The closing date and time is changed from the proposals to be submitted no later than 10:00 AM Eastern Time, August 11, 2023 to 10:00 AM Eastern Time, August 18, 2023. See Page 1, 4 and 38.

Question 5

Question 5: Will NOAA allow for a 4ft block height in lieu of the 6ft block height listed in the specification (1.4.3.1)? Clearance height under the gondola will be 2ft.

Response 5: From a docking perspective, using 4ft blocks for docking is not a problem. Any issues would be to accommodate other work being done. The 5 feet of clearance is required to fully deploy the bow thruster. This may impact the ability to fully perform item 568-01 - Bow

Thruster Maintenance. The contractor will assume the risk.

It would be acceptable to dock with the thruster over a deck well in the drydock, if there is one existing.

It is NOT acceptable for the contractor to temporarily crop out the drydock deck to gain additional clearance.

Question 6

With regards to WI 422-02, Furuno company representatives request the following additional technical information:

1. “We believe there are (2) GP170D, (1) FA170, (1) FE800, (1) Furuno GMDSS, (1) RM Young

Wind Sensor, possible VDR, but would like to know NAV/COMM equipment specifics, is there a

HUB3000?”

Yes, there is a HUB3000

2. “Are the existing FAR3000 Chart Radars paired?”

The Tech showed the Nav Officer at the time of installation how to load charts both individually or load from one and have the other (paired) update to match.

3. “If they plan to transit to Australia, they will have to have two (2) full ECDIS Systems. Do their missions take them to Australia where the authorities require two (2) full ECDIS?”

No plans for Australia

4. “We’d like to quote our Furuno MU231 monitor but can also quote the Hatteland.”

Yes, please quote the MU231

Question 7

With regards to WI 591-04, OEM Rep has requested the following information and clarifications:

1. Para 1.4.1 specifies KTR to “….perform a full operational grooming of the CTD Winch.” OEM states that it is unclear what “full operational grooming” entails.

a. Request Govt provide specific guidance as to what Scope of Work is desired.

The intent is to perform full operations of the CTD winch with OEM observing operation comparing to original design capabilities and provide a condition report noting deficiencies and recommendations.

2. Para 1.4.1 states “Currently, there is an issue with the tensioner.” OEM states that they are unaware of any issues with the equipment.

a. Request Govt provide specific part number and nomenclature which are at issue from the OEM Operations Manual provided with the winch.

b. Request Govt elaborate on how long the issue has been occurring, whether the issue is constant or intermittent, and if intermittent how the issue affects winch operations.

This is how the ship described the issue. It was noted during normal operation. The intent is to operate with the OEM to demonstrate the issue and for the OEM to provide recommended corrective action.

3. OEM makes the following recommendation: “The 75 horsepower AC-variable frequency drive is, according to our records, 15 years old. At this age, the drive is at increased risk of failure without warning. The particular AC-variable frequency drive is no longer in production and should a failure occur, replacement parts are increasingly hard to come by and an exact replacement unavailable. In order to avoid this mission critical equipment becoming inoperative for an extended period of time, Markey recommends upgrading this drive to a later, supportable model. Compared to a failure occurring far from port and interrupting science missions, a shipyard availability near our Seattle factory is the ideal scenario to proactively replace this unsupported equipment. Please let us know if NOAA has any interest in this recommendation.”

a. Request Govt provide a response to the OEM recommendation.

The specification will not be changed. As part of the condition found report, which can provide recommendations such as this.

Question 8

With regards to WI 570-01, Contractor (KTR) request the following information and clarifications:

1. Para 1.4.3 specifies KTR to “Renew fittings, hoses and fasteners.”

The References for WI 570-01 do not give any details regarding fittings, hoses, nor fasteners in the system.

a. Request Govt provide documentation listing the fittings, hoses, and fasteners to be renewed, or else provide a dollar value for those materials to be used for estimating purposes in the proposal. (Similar to the assumption provided in WI 101-02, Para 1.4.1.)

Response 8: The reference is provided with this amendment posted on Sam.gov with the file name “OE-570-001.”

Question 9

Question 9:

With regards to WI 573-01, Contractor (KTR) request the following information and clarifications:

1. Para 1.4.2 specifies KTR to “Replace Hydraulic Hoses on STBD Deck crane, PORT ROV crane, VestDavit exterior.”

Reference 1.2.4 is provided titled “Hydraulic Hose Replacement List”.

KTR notes that Ref 1.2.4 contains lists of hoses titled “STBD Deck Crane”, “PORT ROV Crane”, “STBD FRB”, and “PORT FRB”.

KTR also notes that a number of the hoses listed in Ref 1.2.4 contain descriptions that appear to specify an angled fitting on at least one end (e.g. “-12 100R12 x -12FJX -12FJX 90”).

KTR further notes that neither WI 573-01 nor Ref 1.2.4 specify hose assembly fitting material;

KTR assumes stainless steel would be desired for this service.

a. Request Govt clarify whether “STBD FRB” and/or “PORT FRB” are alternate names for the VestDavit? If not, request a similar list of hoses to be replaced on the VestDavit for bidding purposes.

Yes, PORT/STBD FRB are the fast rescue boats that sit in the Vest Davits. These FRB hydraulic lists are the port/stbd Vest Davit lists.

b. Request Govt clarify whether the “STBD FRB” and “PORT FRB” hoses listed in Ref

1.2.4 are expected to be provided by KTR.?

As these FRB lists are the vest davit lists, they would be required to be provided by the servicing contractor.

c. Request Govt clarify if the intent is for only one end of such hose assemblies to have the specified angle fitting on one end only and the other end a straight fitting or both ends angled.

Almost all hoses that call out for angled fittings will only have an angle on one end, and straight fitting on the other.

d. Request Govt confirm KTR’s assumption regarding hose fitting material; if incorrect request Govt specify what material is desired.

Stainless steel fittings would be required

Answers are provided to assist in submitting a bid. Government recommends prior to fabrication for contractor to verify existing hoses

2. Para 1.4.4 states “Renew the over-center blocks on both cylinders.” Since this WI covers multiple cranes, several cranes each having multiple cylinders, it is not immediately obvious which crane’s cylinders are being referred to.

a. Request Govt clarify which crane(s) and cylinders are being referred to.

Replace the over center blocks of both cylinders [of both cranes]. Port/Stbd cranes both have upper and lower cylinders, for a total of 4 blocks.

b. Request Govt clarify the intent of “renew”; replace, rebuild, etc.?

Replace with new equipment

Question 10

WI 163-02 Remove Hull Valves and Piping

Para- 1.4.1 Remove Scientific Seawater suction hull penetration and remaining piping and associated remote operating gear inside bow thruster void 4-5-0-W. Remove 2 void penetrations and 1 hull penetration and install new inserts.

1. Is the intent of this WI to remove all piping, fittings, valve etc. for the entire system off DWG

OE-524-101 - Scientific Seawater System?

The ship has already removed a majority of the scientific seawater system and Scientific Reefer overboard cooling components. Remaining piping, valves and components are the hull penetration and in the void/tank represented in the spec. There is a minor amount remaining capped in the adjacent accessible space next to the void/tank.

2. Scientific Reefer Cooling Overboard valves and piping. Same question?

The ship has already removed a majority of the scientific seawater system and Scientific Reefer overboard cooling components. Remaining piping, valves and components are the hull penetration and in the void/tank represented in the spec. There is a minor amount remaining capped in the adjacent accessible space next to the void/tank.

3. Decon Station Drain piping and valves. Same question?

This entire system is being removed by the Contractor.
