About this file

This NOAA policy document establishes standards for lifting appliances and weight handling gear on NOAA ships. It requires that all NOAA ships test and maintain weight handling equipment per US Coast Guard regulations, and outlines requirements for certifying, inspecting, and recording this equipment in a register of lifting appliances. Standards are set for testing winches, cranes, hoists and their components, as well as wire ropes, chains and other rigging. Periodic inspections and preventative maintenance must be performed according to manufacturer guidelines and industry standards. Records of all tests, inspections and repairs must be logged in the shipboard maintenance management system. The policy provides guidance on acceptable organizations to perform certifications, including the American Bureau of Shipping, OSHA and equipment manufacturers. It defines responsibilities for ensuring compliance across NOAA leadership and ship personnel.

The related federal contract opportunity is a solicitation from NOAA for drydock repair work on the NOAA Ship Okeanos Explorer in fiscal year 2024, to include work on all lifting appliances and weight handling gear per the standards set in this policy.

Director, Office of Marine and Aviation Operations Chief, Safety and Environmental Compliance Division

STANDARDS FOR LIFTING APPLIANCES ON NOAA SHIPS

1. PURPOSE

1.1. This policy establishes standards and procedures to test and maintain weight handling gear on National Oceanic and Atmospheric Administration (NOAA) ships per Office of Marine and Aviation Operations (OMAO) Policy 0251 – Fleet Safety and Environmental Inspection Standards.

2. SCOPE

2.1. This policy applies to all NOAA ships.

3. POLICY

3.1. NOAA ships must test and maintain weight handling equipment per 46 CFR §189.35.

3.2. NOAA ships must establish and maintain a Register of Lifting Appliances per 46 CFR §91.25-25(a)(3). The registry or certificate must:

A. Certify as to the tests and examinations conducted.

B. Show the dates on which the tests and examinations were conducted.

C. Indicate that weight handling gear complies with the standards of the organization or association authorized to issue the certificate or register.

D. Be performed by a competent person.

E. Contain all required entries fully completed and current, and must include the following:

1. A register of the weight handling machinery installed on the vessel;

2. Certification of the testing and examination of winches and their accessory gear;

3. Certification of the testing and examination of cranes, hoists, and their accessory gear;

4. Certification of the testing and examination of chains, rings, hooks, shackles, swivels, and blocks;

5. Certification of the testing and examination of wire rope

6. Certification of the heat-treatment of chains, rings, hooks, shackles, and swivels which require such treatment; and

7. Certification of the annual thorough examinations of gear not required to be periodically heat-treated.

3.3. The American Bureau of Shipping (ABS) Guide for the Certification of Lifting Appliances is the primary source of guidance for testing, inspecting, certifying, assessing safe operating criteria and evaluating the effectiveness of repairs to weight handling gear installed on NOAA ships.

3.4. Occupational Safety and Health Administration (OSHA) inspectors may be utilized to establish a registry of lifting appliances, inspect, test, certify, or evaluate the safety of weight handling equipment aboard NOAA ships that do not have, or had previously had an Lifting Appliance Certificate, provided that Appendix I to 29 CFR section 1918 is utilized as the reference and the attached International Labor Organization (ILO) form formats are used to record all results.

3.5. Complete periodic and preventive maintenance recommended by the equipment manufacturer.

3.6. NOAA personnel will inspect and maintain wire rope per inspection guidelines established by the Wire Rope Technical Board. The maintenance and inspection form examples provided in the board’s inspection reference is the mandatory minimum, not a guide.

3.7. Test elevators at least once every five years per American Society of Mechanical Engineers (ASME) Standard A17.1. An unexpired and properly endorsed American Bureau of Shipping Shipboard Elevator Certificate is also considered to be evidence of an acceptable test result for elevators installed on NOAA ships.

3.8. Primary life-saving equipment such as rescue boats and their launching appliances will be maintained and repaired per 46 CFR §199.160 & 190 and Chapter III, Part B, Section I, Regulation 20 of the International Convention of the Safety of Life at Sea (SOLAS).

3.9. Schedule and record results of periodic tests, inspections, major repairs, and preventive maintenance associated with weight handling gear into the Shipboard Maintenance Management System (SAMMS).

3.10. Updated copies of equipment manuals for all weight handling gear onboard NOAA ship are maintained by the Port Engineer and the ship’s Chief Boatswain.

3.11. New installations or modifications to weight handling equipment used on NOAA ships may not be implemented without documented concurrence from an authorized class society such as ABS. In the case of ships that maintain a Certificate of Inspection, written approval of new installations or modifications must also be obtained from the U.S. Coast Guard (USCG) Paragraph 2 of Section 3.
