Continuation Page – Amendment 0003
OKEANOS EXPLORER FY24 DRYDOCK
RFQ# 1305M223QNMAN0142
The purpose of this Amendment is as follows:
Address questions received from vendors in response to the RFQ:
With regards to WI 311-01, Contractor (KTR) request the following information and clarifications:
1. WI 311-01 References Para 1.2.1 is titled NOAA Standard Specification 233-3 Main Engine
Overhaul, however it is not referenced anywhere else in WI 311-01 with regards to its applicability in performance of WI 311-01.
Both WI 311-01 and Std Spec 233-3 Para 3.3 describe work to be done to accomplish a 20,000 hour overhaul of the CAT D398 engine, however they contain a number contradictions and omissions which KTR is unsure how to interpret.
The work item is correct. Reference 1.2.1 is not referenced within the requirements of Work item 311-01. Reference 1.2.1 was used to develop the requirements of WI 311-01.
Some examples of the contradictions and omissions are:
1a. NOAA Std Spec 233-3 Para 3.3.1 requires work to be performed as specified in “references
2.1 through 2.6”, however 233-3 Para 1.1 References is blank, and 233-3 Para 2.1 and 2.2 do not provide references. WI 311-01 References paragraphs also do not correspond to “2.1 through 2.6”; also there are only 4 other references besides 233-3 in 311-01, not the 6 that 233-
3 appears to be referring to. Request Govt clarify what are the references for Std Item 233-3.
References and information of NOAA Std Spec 233-3 are not required.
1b. WI 311-01 Para 1.4.4 provides a list of “mandatory-renewal” parts and components which are to be renewed by the Contractor (KTR).
KTR notes that Std Spec 233-3 Para 3.3.5 also contains a list of “mandatory-renewal” parts and components, however KTR further notes that there are multiple items contained on one list which have no equivalent on the other list, and vice versa. For reference, attached to this Bidder
Question is a table attempting to correlate what KTR believes to be equivalent items on the two lists and highlight items between the two lists which do not appear to have an equivalent on the other list. Request Govt clarify intent for mandatory-renewal” parts to be provided between the two documents.
Renewal parts and components are per WI 311-01.
1c. WI 311-01 Para 1.4.4.t, Sea Water Pumps, specifies KTR to not remove the pumps but only to provide rebuild kit and impeller to Chief Engineer. Std Spec 233-3 Para 3.3.6 specifies KTR to “rebuild existing salt water pump…”. Notwithstanding the difference in terminology (Sea
Water Pump vs. Salt Water Pump), KTR interprets these two requirements to be contradictory.
Request Govt clarify whether Sea Water Pump and Salt Water Pump refer to the same component, and if so request Govt clarify what is the intent for KTR scope of work on this component.
The work is to be per WI 311-01, no rebuild of pumps. Provide parts and kit to the Chief
Engineer.
070-02 - ABS
2a. This item in paragraph 1.4.4.2 states to open and prepare ballast tanks and voids with a list. Is
NOAA or ABS requiring any fuel or oil tanks or sewage or gray water tanks to be opened for inspections?
Tanks listed are for Work Item 070-02. Other spec items list tanks (if any) that contain components to be worked
2b. Can NOAA supply a list of tanks that are to be opened for the work that is needed to be accomplished?
Tanks are specified in applicable work item
2c. Can NOAA supply the Contractor a tank arrangement plan drawing with liquid capacities of each tank?
The reference is provided with this amendment posted on Sam.gov with the file name “OE-601-101 which provides general arrangement of the ship and the file named “OE- 123-101” provides capacities.
070-04 - Drydocking
In paragraph 1.4.2, it states to provide drydocking and routine drydock work in accordance with
Reference 1.2.1 (NOAA Standard Specification 997-1 – Drydocking and Routine Dry-Dock
Work). In the Reference 1.2.1, it states to do a lot of miscellaneous work. If the contractor is to perform these tasks , can NOAA supply the Contractor information as follows:
3a. Can NOAA supply information in paragraph 3.9 Void Inspections in 1.2.1?
Rudder void inspections in paragraph 1.4.3.6 are only areas that require inspection per
3.9 of Ref. 1.2.1. Skeg was formerly a void, however it is no longer a void. Skeg plugs do not need to be removed. Other voids are being opened by WI 070-02.
3b. Can NOAA tell the Contractor the quantities of each of underwater hull rub rails, rudders, struts, fairing plates, bilge keels and voids that are inaccessible while afloat?
The 2 rudders are inaccessible while afloat
3c. How many void plugs in each of the underwater hull rub rails, rudders, struts, fairing plates, bilge keels and voids that are inaccessible while afloat?
The 2 rudders have drain plugs. Skeg plug is not to be removed
3d. Can NOAA supply drawings to show the locations, sizes and liquid capacities of the underwater hull rub rails, rudders, struts, fairing plates, bilge keels and voids that are inaccessible while afloat?
Rudder is approximately 7'-6" (at top, 60" at bottom) x 9' x 1'
In paragraph 3.10 of Reference 1.2.1, it states to change out the packing for the rudders and tail shafts. Both the rudders and the tail shafts have seals.
4a. The tail shaft seals are taken care of in Item 244- 01 Tail Shaft Inspections.
Paragraph 3.10 of reference 1.2.1 is not applicable
4b. Is the Contractor to do anything with the Rudder stock seals?
No nothing at time of bidding
4c. Can NOAA supply a Technical Manual or drawing of the existing Rudder seals if work or inspections are to be done to the Port and Starboard Rudder stock seals?
No work on seal at this time
4d. In paragraph 3.10 of Reference 1.2.1, it states to disassemble the upper support bearing assembly for inspection. Since there is no separate work item for the removal of the Port and
Starboard rudders and rudder stocks, what is NOAA’s intension for inspection of the upper rudder roller bearings?
Rudder work is per spec paragraph 1.4.3.8. Inspections to be max extent possible without disassembly
4e. Is the Contractor to remove the Port and Starboard rudder stock upper roller bearings for inspection by lowering the rudder assemblies or is the Contractor to support the rudder assemblies, disassemble and remove quadrants, steering rams and upper bearing retainer plates and just do a in place visual inspection of the upper bearings?
Inspections to be max extent possible without disassembly.
In paragraph 3.10 of Reference 1.2.1, it states to take clearance readings of each propulsion shaft cutlass bearing at 90-degree intervals the shaft’s circumferences. It also states to take clearance readings of the strut bearings at both the forward and aft sides of the struts.
5a. This vessel doesn’t have cutlass bearings. This vessel has babbitt bearings in an enclosed shaft tube filled with oil with shaft seals on the aft and forward ends. No access to the (3) shaft bearings per side (port & Stbd), till oil is drained from the shaft tubes and shaft seals are disassembled and removed and cutting access holes in the oil filled enclosed shaft tubes. Can
NOAA give the Contractor direction on what the Contractor is to do?
Paragraph 3.10 of reference 1.2.1 is not applicable.
5b. In paragraph 3.11 Run-out Readings, taking runout readings of the propeller shafts in place while the packing (seals) is removed. With no mention of the propellers removed in the tail shaft item 244-01, the only runout reading you will take is the runout of the aft seal liner bolted to the propeller. Can NOAA give the Contractor direction on how and where runout readings are to be taken on both shafts on both ends while the shafts are in place?
Paragraph 3.10 of reference 1.2.1 is not applicable
244-01 - Tail Shaft Inspections
6a. In paragraph 1.4.3, it states while the ship is dry- docked, accomplish the following work on the tail shafts and stern tube assemblies in accordance References 1.2.1 – 1.2.4.
Propellers need to be removed to inspect aft bearing.
6c. Are the tail shafts coming completely out of the vessel as stated in Reference 1.2.4 NOAA
Standard Specification 240-1 – Propeller Shafts and Propellers?
Shafts are not being completely removed
6d. If the tail shafts are coming completely out of the vessel, can the tail shafts be removed without removing the rudder blades?
Shafts are not being completely removed
6e. Are the Port and Starboard Propellers to be removed from the tail shafts under the direction of Reference 1.2.4, so the aft tail shaft seals can be disassembled, inspected and overhauled?
Propellers are to be removed to perform inspection of aft bearing
6f. Is the Contractor to accomplish all work called out for in Reference 1.2.4 in regards to the propellers, tail shafts, couplings, shaft seals, shaft bearings, oil system?
Work is to be removal/reinstallation of propellers, tail shafts and stern tubes and the work of the WI.
6g. If all work is not to be accomplished in Reference 1.2.4, can NOAA tell the Contractor what work is to be done and what work is not to be done?
Work is to be removal/reinstallation of propellers, tail shafts and stern tubes and the work of the WI.
422-01 - PAC Navigation Light Replacement
7a. Can NOAA provide Reference 1.2.1 Drawing OE- 422-103 LED Navigation Lights
