About this file

This document is an amendment to a solicitation for drydock repairs to the NOAA Ship Okeanos Explorer for fiscal year 2024. The solicitation is issued by the Department of Commerce National Oceanic and Atmospheric Administration. The amendment provides responses to contractor questions regarding work items requiring the emptying, cleaning, and certification of shipboard fuel oil tanks; the intended handling of fuel oil removed from tanks; references in work items to non-destructive testing locations; and clarification on areas highlighted in an attached sketch. Specifically, the responses indicate that not all fuel tanks will require entry, any residual fluid removed from tanks does not need to be saved, non-destructive testing is to be performed in bilges per referenced documents, and the sketch shows the extent of bilge areas to be preserved under generator sets.

Question 3

Question 3: WI 070-01 Para 1.4.18 states “Contractor shall empty, open, clean and certify (safe for entry) al shipboard … fuel oil… tanks to support work items.”, and Para 1.4.19 states “All remaining fluid in the tanks that must be removed by the contractor…. will be the responsibility of the contractor at no additional cost to the Government.”

WI 070-04 Para 1.6.4 states “ship carries approximately 150,000 gallons of diesel oil and can be assumed to have up to approximately 65% of its fuel on board upon arrival at Contractor’s facility.”

Contractor notes that per WI 070-04 there could be as much as 97,500 gallons of fuel oil for

Contractor to “remove” in accordance with WI 070-01.

Request Government clarify whether they intend Contractor to dispose of the removed fuel or store it for return to ship at the end of the availability in light of the information outlined above.

If the intent is for Contractor to dispose of the fuel the ship arrives with, request Government clarify whether they intend for Contractor to provide new fuel at completion of the availability.

Response 3: WI 070-04 provides fuel information for docking purposes. The current intent is

NOT to remove all the fuel on the ship. Not all fuel tanks will require entry such as during the 5-year ABS inspections. For tanks that will require entry the intent is to move the fuel to a different tank onboard the ship. The tanks will be pumped to low suction and the contractor will be required for removal of remaining fluid in the tank. The residual fluid does not need to be saved.

Should the situation and conditions change prior to arrival; a change order will be issued to address handling of the fuel.

Question 4

Question 4: WI 631-05 Para 1.4.4 states “Perform Non-Destructive Tests on areas shown in

Reference 1.2.4”, however there is no Reference 1.2.4 listed in WI 631-05. WI 631-05 Para 1.2.3 states only “Deck Gauging Locations” which seems might be what Para 1.4.4 was intended to refer to, however Contractor can find no document amongst those provided with the solicitation that seem to be a match for that wording nor context. Furthermore, since the title of the WI refers to preservation of bilges it is unclear based on 1.2.3 whether the intent is for NDT to be performed on the decks or bilges of the space.

Contractor further notes that there is a sketch included in WI 631-05, located between Para 1.4.5 and 1.5, which appears to be neither labeled nor specifically referenced by any WI paragraph. In addition to highlighting the forward and aft bilge areas of Main Generator Room 3-34-0-E, the sketch also has highlighting applied in the port and starboard areas of the bilge as well.

Contractor assumes this sketch is intended to show the extents of the areas to be power tooled and coated per Paragraphs 1.4.3 and 1.4.5.

OKEANOS EXPLORER FY24 DRYDOCK

RFQ# 1305M223QNMAN0142

The purpose of this Amendment is as follows:

Question 4a: Request Government clarify and/or provide the document intended to be

“Reference 1.2.4” and/or “Reference 1.2.3”; locations of areas requiring NDT?

Response 4a: WI 631-05 Para 1.4.4 should be Reference 1.2.3. It is the same deck gauging reference as 070-02 Ref. 1.2.2. The specific pages for WI 631-05 are 41, 41-1; UTs are to be performed in the bilges.

Question 4b: Request Government confirm Contractor’s interpretation (described above) of the highlighted sketch included in WI 631-05.

Response 4b: The sketch is intended to show the extent of the areas to be preserved. The outer bilge is separated from the bilge under the Gensets.
