1297023R0007 National Geospatial Services Q&A #11
1. If we complete a total compensation plan consistent with FAR 52.222-46 with the 5-page limit in Word format, and complete the NGS Rates tab in D.4 Schedule of Items and Labor Category Descriptions, is that sufficient to be compliant with the requirements in D.2 Instructions to Offerors (Amendment 2) on page 2?
“c) Price: The Price Proposal shall include the following: 1) the completed, signed SF-1449; 2) acknowledgement of any amendments to this solicitation by following the instructions that accompany the amendment(s); 3) the completed Schedule of Items contained in Attachment “D.4 Schedule of Items and Labor Category Descriptions” submitted in Microsoft Excel; and 4) a total compensation plan in line with FAR 52.222-46 Evaluation of Compensation for Professional Employees, limited to five (5) pages.”
A: Yes, along with signed copies of the SF1449 and any/all amendments.
2. Are additional tabs containing rate build-up information (fringe, G&A, profit, overhead) required for each contract year and the 6-month extension period to be included in the D.4 Schedule of Items and Labor Category Descriptions? Therefore, there would be a total of 7 tabs (the NGS Rates tab and then a tab for the build-up for each contract term). If so, would the Government please provide a revised D.4 Schedule of Items spreadsheet with the required tabs and structure and also amend the D.2 Instructions to Offerors?
A: Additional tabs for rate build-up should not be included in the Microsoft Excel sheet, the information required from FAR 52.222-46 needs to be included within the 5-page Microsoft Word doc limit.
