1297023R0007 National Geospatial Services Q&A #1

1. Can past performance references/PPQs be submitted from the Prime Contractor and/or Subcontractors?

A: PPQ’s need to reflect past performance of the entity submitting the offer, if another entity submit on behalf of the offeror it must be clear that the reference is for the work completed by the prime contractor.

Past performance from another vendor wouldn’t be taken into consideration for rating past performance of the offeror.

Past performance questionnaires are a mandatory item to be considered for an award. Sending references without the submission of PPQ’s will result in nonresponsive offer. While references will help with the rating of past performance the PPQ is a mandatory item that shall be submitted to the contracting office from either a previous government contracting officer, COR, or previous employer.

PPQ must be submitted by other than company being represented in offer.

2. The Instructions say, "Offeror to complete Sections A and B of Attachment D.3, Past Performance Questionnaire, and transmit questionnaire to no more than three (3) references." Can the Government confirm what the minimum number of past performance references must be submitted by the prime versus other teaming partners?

A: All PPQ references need to be sent in evaluation of the prime contractor.

3. Would the Government clarify that a cover page and transmittal/cover letter would not be included against the page count of the volumes?

A: Yes, the page limit includes cover letter.

4. Is there a page limitation on the Past Performance Section A and B? How extensive a write-up about the work performed in Section B "Brief description of the contract & work effort: " A: Since the majority of past performance will be coming from an entity other than the offering one, Section B. Past performance from the vendor should be pretty minimalistic, but should be included in the 20 pages. The PPQs submitted will not count as part of the page limit.

5. Are the labor categories listed in D.4 Schedule of Items the only labor categories under which work would be performed within task orders? At the task order level, is there any opportunity to identify and include other relevant labor categories for the execution of work, such as might be applicable for Field Work, etc.?

A: Yes, only the items listed in D.4 will be ordered throughout the ordering period of the Indefinite Delivery Indefinite Quantity (IDIQ) contract. No other labor categories will be added at the task order level outside of what is listed.

6. Can the Government clarify that Program Manager is the only key personnel position? At page 12 letter (a) in the SF 1449, it says, "The Contractor shall assign to this contract the following key personnel: Program Manager." In the PWS pages 9-12, it lists Program Manager, Geospatial Principal Investigator, and Geospatial Project Manager.

A: Key personnel in terms of the contract clause and the PWS are considered different.

The positions labeled in the PWS as key personnel are the specialty positions needed for work on the contract, and should be included as part of the offerors technical volume. The program manager listed in the D.4 is a separate individual from the one listed in the SF1449.

The program manager listed in the RFP shall be the main Government point of contract/ administrative representative that the contractor will provide for responding to task order proposal requests and daily administration over the course of the IDIQ contract vehicle.

7. Since Attachment D.4 includes an LCAT for Program Manager, can the Government clarify that this statement on page 9 of the PWS is unintentional and will be removed from the solicitation? "The Government has not included a direct labor category for this position because all labor categories should include an overlay."

A: Program Managers for projects will be included and billable if requested at the task order level. Program Manager in regards quoted text is referring to Government point of contact/ administrative representative /contractor liaison responsible for daily operations communications throughout the IDIQ ordering period.

8. The Instructions to Offers at letter c) Price state, "The Price Proposal shall include...and 4) a total compensation plan, limited to five (5) pages." Can the Government please clarify what elements are expected to be included in the total compensation plan?

A: This section asking for completed hourly wages for all positions listed, not to exceed 5 tabs (1 tab per year of pricing). Pricing volume not included in 20 Page technical limit.

9. Can the Government please clarify what the evaluation criteria are for the "total compensation plan"? Is the total compensation plan being evaluated on a Pass/Fail basis (i.e., a total compensation plan is included and meets the 5-page limitation)?

A: Total compensation plan is referring to completed hourly wages on the provided spreadsheet.

10. Page 4 of Instructions to Offerors says, "Evaluation Criteria: Relevant experience demonstrating (1) capability to successfully complete relevant projects of similar scope and magnitude to this solicitation...." For each relevant experience reference," can the Government confirm that a "relevant project" can be an IDIQ contract with multiple task orders?

A: Relevant experience could include an IDIQ contract with multiple task orders, a single task order, or contract. However, you decide to organize that information is up to you.
