1297023R0007 National Geospatial Services Q&A #5
1. D.2 Instructions to Offerors and Evaluation Criteria Document: Pages” 2 and 3 of this document refer to Key Personnel and Staffing Plan as Subfactor 5. However, page 5 refers to the “Technical approaches for Factor 5.” Can the Government please confirm that Subfactor 5 and Factor 5 both refer to the Key Personnel and Staffing Plan?
A: Yes, both are the same, the section where it’s labeled factor 5 should state subfactor 5.
2. When - D.2 Instructions to Offerors and Evaluation Criteria Document: The last sentence of a) Technical reads “See PWS Section 3.2.2, Primary Geospatial Services, PWS Section 4, Key Personnel, and solicitation Attachment D.4. for Technical Subfactors.” However, PWS Section 3.2.2 contains PWS elements that Offeror’s will address in Subfactors 1-4 on page 3. Can the Government please confirm that PWS 3.2.2 is not its own Subfactor?
A: No 3.2.2 is not it’s own subfactor, D.4 and PWS section 3.2.2 are supposed to supplement each other with information required for the positions.
3. D.1 PWS Final (Amend 1) Document: Appendix A (starting page 25) provides a list of Required Services which highlights (in red) an alignment for applicable sections within the PWS. It appears that some of the red sections do not exist or may need updating. Can the government provide clarification on the proper section-to-appendix alignments?
A: None of the red text is all encompassing rather it is to bring the readers attention to the possible categories which “may” apply to those sections. Please don’t spend much time on the red text.
4. QA #1, Question 6 identifies “the program manager listed in the D.4 is a separate individual from the one listed in the SF1449”. Can the government please provide a clear list of the position titles requiring 1-page resumes in the technical volume’s Appendix A?
A: Below information can be found on attachment D.2 Page 3 of 5.
Please provide 1-page résumés for these positions:
1. Program Manager
2. Geospatial Principal Investigator
3. Geospatial Project Manager
5. Could the government indicate how many awards it intends to make for this contract? We have received varying information from the multiple contracting officers who have managed this solicitation over the last 3+ years
A: The Government is looking to award 3-5 IDIQs
6. There is some ambiguity to the requirements for the past performance volume (Factor 2). Could the government please clarify if, in addition to the Past Performance Questionnaires, that a written narrative for each of the three past performances is also required? If so, could the government please clarify the page count?
A: A written narrative for past performance is not required however, offerors, may choose to include this information in their 20-page limit, grouped with the technical. Not a requirement.
7. Appendix A: Performance Requirements Summary document references PWS sections within each task area. For example, for satellite remote sensing data compilation, processing and management, it says "may be applicable to PWS Sections 4.2, 4.3, 4.4, 4.4, 4.5, 4.6, 4.7, 4.8, 4.9, 4.13." However, the PWS only has sections 4.1-4.3, all of which fall under section 4, Key Personnel. Can the government clarify what these reference numbers are pointing to?
A: None of the red text is all encompassing rather it is to bring the readers attention to the possible categories which “may” apply to those sections. Please don’t spend much time on the red text. You are correct these sections do not exist.
8. Does the submission have to be in a SF330 format?
A: Submission would need to come back with a signed SF1449 cover page and signed SF30’s for any/ all amendments.
9. In the PWS, Section 3.5, does the first sentence pertain to Section 3.5.
A: Yes, this is part of Section 3.5, this comes as a result of issues in the past of not having enough competition, amongst IDIQ holders. The intent is meant to keep active communication between CO, COR, and IDIQ holders about contractor capacity throughout the life cycle of the acquisition.
