About this file
This document contains questions and answers regarding a request for proposal for national geospatial services. The solicitation seeks to award multiple indefinite delivery indefinite quantity contracts to provide geospatial services to the entire US Forest Service, as described in the performance work statement and labor category attachments. Subfactor 5 of the technical evaluation criteria will assess organizational charts with major subcontractors and key personnel, identifying specific roles, responsibilities, and lines of authority, as well as staffing plans for scaling staffing levels up or down as contract needs evolve. Resumes for key personnel should explain relevant experience.

1297023R0007 National Geospatial Services Q&A #13
1. Reference: D.2 Instruction to Offerors and Evaluation Criteria_Final (Amend 2).docx. In the section, Technical Evaluation Criteria, in relation to subfactor 5, the following is stated:
“Technical approaches for [sub]Factor 5 that demonstrate the following attributes present a lower level of risk and will be more favorably rated: (1) capability in same or similar key personnel positions on successful relevant projects of similar scope and magnitude to this solicitation; (2) strong technical knowledge and skill required for this solicitation; and (3) effective problem solving, communication, coordination, and organization.”
The three listed attributes above seem to only be tied to evaluation of resumes/key personnel. Can the government clarify if/how they intend to evaluate the other required sections/parts of subfactor 5, such as the organizational chart with major subcontractors and key personnel, identifying specific roles, responsibilities, and lines of authority, and staffing plan for staffing up or down as contract needs evolve?
A: Organizational Chart and Staffing Plan should clearly list all key personnel and their titles. No standard format required. Key Resumes should be attached and explain contractor experience.
