1297023R0007 National Geospatial Services Q&A #2

1. Can the Government clarify when within Geospatial Data Management it states "that the contractor shall manage the collection"... does the Government mean collecting the data (acquiring geospatial data via planes, sensors, etc.) or aggregating different data sets??

A: Collection generally refers to identifying existing data that may be identified in a task order or data acquired through existing online resources, i.e. aggregating different data sets.

The scope of this PWS does not include the acquisition of new airborne or spaceborne remotely sensed data.

2. The Instructions to Offerers says, "a technical approach defines your means, methods, and resources for completing the Primary Geospatial Services described in the Performance Work Statement." Can the Government clarify how it distinguishes between means versus methods versus resources? Or is the Government using the terms, mean, methods and resources interchangeably?

A: Provide an example of workflow or process for a geospatial project within the scope.

3. Would Section 1.1 Factor 1: Technical states that a technical approach defines your means, methods, and resources for completing the Primary Geospatial Services described in the Performance Work Statement. Then in subfactors 1-4 it notes "to provide a narrative describing your technical approach for completing any or all of the relevant services in the PWS " Does the narrative require separate subsections covering the three components of a technical approach for each PWS area for each Subfactor within each relevant PWS area? (i.e., in Subfactor 1: Remote Sensing for Data Publication for example - documenting the means by which vendor uses remotely sensed data in data publication, the methods by which the vendor uses remotely sensed data in data publication, and the resources the vendor uses remotely sensed data in data publication.)?

A: Offeror’s technical approach is up to them ultimately. The Government is looking for candidates who can clearly articulate their technical knowledge and capabilities.

4. Our company is registered in United Kingdom with the production centre based in India (Company Name (Parent Organization and Sub-contractor). The offeror is a wholly owned subsidiary of the parent organization. The production activities will be executed from this production centre in India. We would like to know if this arrangement is acceptable.

A: Performance must be conducted within the United States. This arrangement would not be acceptable.

5. Under section 6.1 - Place of Performance, it is stated that- Locational performance of task order services may be at the GTAC facility located in Salt Lake City, Utah, at another government facility located anywhere within the United States, or at the place of origin, meaning at contractor’s facility or via remote work (e.g., telework). The place of performance will be identified within the individual task order.

Could you please confirm that offshore suppliers like us can execute projects under this contract from our production centre based in India?

A: Offers from companies not based in the USA will not be considered.

6. In Instruction to Offerors, in section a. Technical cites "...The response to Technical Subfactors 1 – 4 shall be limited to twenty (20) pages total." Please confirm that the Cover Page and Table of Contents for the Technical Volume is not included in the maximum page count.

A: The Page limit is 20 pages to include a cover page and table of contents.

7. In regards to Supporting Information [Att. D.2(c)(4), D.2(1.3); 52.222-46] will include data, such as recognized national and regional compensation surveys and studies of professional, public and private organizations, used in establishing the total compensation structure . . To allow the Government to more effectively evaluate price reasonableness and realism factors, it is respectfully requested to allow for up to 10 pages of narrative content (Cover and TOC not included) to be submitted with the Price Proposal to allow a proper and complete response.

A: The price proposal is not to exceed 5 tabs (1 tab per year of pricing). Pricing volume not included in 20 Page technical limit. Excel doc or pdf should be clearly labeled identifying company info. 10 pages of narrative content in the price proposal is not seen necessary for this requirement.

8. In Per "Addenda to 52.212-1(b) states, 3) Offers submitted in response to this solicitation shall include... and Employment of Eligible Workers-Workforce Certification found in Section F of this solicitation and include a copy with your offer.” The Employment of Eligible Workers-Workforce Certification appears to be missing. Can this be provided?

A: This section does not apply to the solicitation, please do not include with response. The form/ certificate was removed from the solicitation during the editing process but this verbiage was missed.

9. Per Instructions to Offerors "Offers (sic) shall use Calibri or Arial, 11 pt-font for the body of the proposal, with no smaller than 10-pt font for descriptions of any included images, illustrations, or table of contents." Please confirm that tables in the response documents are also included as 10 pt font.

A: Yes, all tables should be no smaller than 10-pt font.
