1297023R0007 National Geospatial Services Q&A #8
1. References: 12970223R0007 USFS National Geospatial Services.pdf, 52.212-1 Instructions to Offerors and Q&A #6. The answer to question 1 (Q&A6) clarifies the expectations, requirements, and files to be included in the price proposal. However, this seems to conflict with the referenced solicitation document instructions in 52.212-1 number 4, where the following is stated:
“Emails should contain three (3) separate attachments (Technical Proposal, Price Proposal, and Representations and Certifications) in Microsoft Word, Excel, or Adobe PDF format, unless a format is required in Attachment D.2.”
We respectfully request that the government amend the number and structure of expected attachments/files. We recommend the addition of zip folders to allow there to be one attachment for “Price Proposal” while including the required files within (1. Signed SF-1449, 2. amendment acknowledgement, 3. Completed D.4, 4. total compensation plan.).
A: 52.212-1 Number 4 is updated to reflect the below.
“4) Submit offer by email to blaine.greenwalt@usda.gov so that it is delivered into this inbox by the due date and time. Emails should contain four (4) separate attachments (Technical Proposal, Price Proposal, completed D.4 Schedule of Items, and Representations and Certifications) in Microsoft Word, Excel, or Adobe PDF format, unless a format is required in Attachment D.2. Be aware that large attachments may increase the time required to deliver an email. It is the offerors responsibility to confirm receipt ofthe offer from Blaine Greenwalt, Contract Specialist.”
2. Reference 12970223R0007+0003. “Section 10 on Agency Based computer training requirements was added.” Can the government clarify where this was added?
A: In the PWS as Section 10 (Amendment 4 Version)
3. In order to avoid conflicts with the upcoming holidays and to ensure proposals fully take into account Q&As 1-7 and the three amendments, will the government consider moving the submission date to Friday, January 6th (1/6/2024)?
A: Solicitation Amendment 4: Extends Offer due date until 3 Jan 2024 1230 PST. Questions are still due 15 December 2023.
