About this file
This document contains questions and answers regarding solicitation number 12970223R0007 from the United States Forest Service for National Geospatial Services. The solicitation seeks fixed-price rates for geospatial services including data collection, mapping, remote sensing, and imagery analysis to be performed primarily off-site at the contractor's facility. The questions and answers clarify that past performance references will be accepted from first-tier subcontractors, pricing should be provided using the Schedule of Items template, and all work is to be done remotely without on-site requirements.

1297023R0007 National Geospatial Services Q&A #3
1. Item D.4 lists the required labor categories we are asked to submit rates for:
a. Does the USFS anticipate any/all of these positions being on-site?
b. If primarily off-site, could any of these individuals be required to provide services on-site?
c. We have different rates for on-site staff vs off-site staff, but D.4 is set up to provide a single rate per category. If some of these positions require on-site work, can we edit D.4 to provide by on-site and off-site rates?
d. Does the USFS need us to provide rates for additional positions anticipated under this contract (i.e. field service-related roles or additional technician level positions) who would be working with/under the listed positions?
A: PWS Section 6.1 Revised to the following:
“6.1: Place of Performance Locational performance of task order services not dependent on federal facility, all work to be done at contractor’s facility or via remote work (e.g., telework).”
Updated PWS loaded into SAM.gov Attachments with Amendment 0001.
2. Item D.2 mentions the need to provide a total compensation plan. Is this plan intended to show the pay and benefits for on-site staff positions or additional technician level positions) who would be working with/under the listed positions?
A: Total compensation plan is referring to completed hourly wages on the provided spreadsheet. All Rates are Fixed Price and should be fully burdened.
3. Item D.2 item c) asks for the following items:
a. “3) the completed Schedule of Items contained in Attachment ‘D.4 Schedule of Items and Labor Category Descriptions’ submitted in Microsoft Excel; and”
b. “4) a total compensation plan, limited to five (5) pages.”
Responses to previous questions appear to indicate the “total compensation plan” mentioned in item 4 is, in fact, the D.4 Excel spreadsheet and not a separate document/narrative. Can USFS confirm that filling out the D.4 spreadsheet is the only requirement for providing a total compensation plan?
A: Total Compensation Plan Verbiage is being removed from D.2 ITO and eval form. Pricing should be included on “NGS Rates” tab of D.4 Excel Spreadsheet.
Updated D.2 loaded into SAM.gov Attachment with Amendment 0001
4. Item D.1 PWS Section 3 details the required service categories (3.2.2.X subsections). In Appendix A, required services are also listed. However, the services listed in Appendix A do not match the services listed in the 3.2.2.X subsections. It appears the red text for each service listed in Appendix A is intended to connect to 3.2.2.X subsections. However, the subsections listed in red text do not actually correspond to subsections in document. For example, 4.13 does not exist. It appears these are perhaps left over from a previous version of the document. Can an updated Appendix A with correct subsection references be provided?
A: Appendix A is a complimentary summary of Section 3.2, it is not intended to be duplication.
5. We are in receipt of Q&A #1 dated 11/28/2023. We respectfully ask the Government to clarify its response to questions # 1 and # 2 regarding offeror’s past performance references/PPQs. Is it the Government’s intent to only allow past performance references from the Prime only?
Specifically, is it the Government’s position that NO first-tier subcontractor past performance will be evaluated for the purpose of evaluating the proposed team’s experience?
A: The Government will accept PPQ’s on subcontractors. Only 3 total PPQ’s are allowed and shall clearly state which offeror they are representing and the solicitation number.
6. To maximize competition across industry, we respectfully ask the Government to consider the evaluation of first-tier subcontractor past performance when evaluating the proposed team in full (REFERENCE FAR 9.601(2)).
For example, perhaps the Government will allow one past performance reference from the Prime and two from its first-tier subcontractors.
A. The Government will evaluate/accept past performance from subcontractors the contractor intends to subcontract with.
