HEADQUARTERS BUILDING

Background: The Headquarters Building is an existing structure originally constructed in 1979. The original construction consisted of a high bay area and a multi (2) story administrative area. The original size was approximately 88’ x 50’. An addition and renovation were completed in approximately 1994. The addition provided a new bay of approximately 28 x 50 feet. The addition consists of a two-story addition of the administration space. An elevator and exterior open stair were also included as part of the addition. The project also included renovations and modifications of the existing spaces. The renovation included infill of the high bay space of the existing structure and removal of portions of the masonry infill walls at the interface of the high bay and two-story portion, and at the interface of the existing and new construction

This Task Order includes the removal and replacement of the existing elevator with an ADA Accessible elevator which requires an increased footprint. The existing open-air stair will also be infilled. Other various renovations and repairs are also included as required by Architectural Plans.

Minor hurricane damage related structural repairs are also included

Foundation/Slab: The existing and proposed foundations consists of shallow concrete bearing foundations as required to resist vertical and lateral loads

Superstructure

Gravity Framing - The superstructure of the original construction consisted of cast in place concrete frames (beams and columns) with masonry infill. The second-floor framing system consists of concrete double tee joists. The roof also consists of concrete double tees with a gable roof form.

The addition included concrete framed walls, columns and beams with open web bar joists of steel.

Interior columns consist of coast in place / pre-cast concrete

The proposed addition will include concrete walls for the elevator and infill stair areas. Various masonry infill is included at the open-air porches. Proposed interior renovations include masonry walls on the first floor (non-load bearing) and timber walls on the upper floor

Lateral Load Resisting System – While a clear and delineated lateral system was not indicated on the original construction drawings or the addition it is expected to consist of concrete frames with masonry infill walls (for the original construction) and cast in place concrete shear walls for the 1994 addition / renovation

The proposed new addition will consist of special reinforced masonry shear walls

Roof System

Multiple roof systems exist throughout the structure. The original structure included pre-cast double tee concrete joists, whereas the addition included steel bar joists with metal deck. A standing seam metal roof system has been recently added to the existing roof structures

While the existing roof systems are not being modified during the proposed additions the stair and elevator towers are to be capped by a cast in place reinforced concrete roof slab on a non-composite 20-gauge metal roof deck. The roof structure will be designed to resist code prescribed components and cladding wind forces, and will be tied into the new concrete tower walls to create a diaphragm distributing the lateral forces to the shear walls below. Refer to Architectural Basis of

Design for detailed description of the roof membrane system

Exterior Walls

The original building construction consisted of 8” masonry shear walls with both vertical and horizontal reinforcing. The 1994 renovations and additions featured 8” reinforced cast in place concrete shear walls

The proposed stair and elevator towers will be comprised of reinforced concrete wall system designed as special reinforced masonry shear walls. These walls are anticipated to be normal weight, 10”-12” thick, and reinforced vertically at every 12”

Reinforced Concrete Masonry Unit in-fill walls will be used at various locations along the exterior of the building where new doors and windows no longer require the full size of the existing openings.

These in-fill walls will match the existing wall thicknesses of 8”, will be grouted at 24” on center, and reinforced at every 32”

HAZMAT STORAGE BUILDINGS

General Description: The Hazmat Storage buildings are approximately 12.00 ft x 20 ft (240 SF) in size. The building’s main purpose is to house and store hazardous materials used on site. The buildings consist of pre-engineered, pre-cast, pre-stressed / post-tensioned pre-fabricated structures. The structures include all required walls, roof, and floor. These structures will be designed and provided via a performance-based design

Foundation/Slab: The foundation will consist of a reinforced mat foundation to support the pre-engineered, pre-fabricated structure. The foundation design is expected to include a 12” thick reinforced matt with steel embed plates for attachment of the pre-fabricated structures

WORKSHOP BUILDING (REFURBISHED EMERGENCY GENERATOR BUILDING)

General Description: The Workshop Building consists of an existing masonry and wood framed structure. The existing building and systems will be renovated for the revised use. The renovation does not currently include or require structural upgrades of modifications

SPCC FUEL TRANSFER AND STORAGE

General Description: Open steel framed canopy structure (size to be determined based on fueling / fuel storage requirements). The structure’s main purpose is to provide cover for the fuel transfer operations. The fuel offloading station also provides secondary containment for an amount equal to 110% times the design tanker truck. The exposed structural steel canopy system will be provided with a hot dipped galvanized finish. The roof structure of the canopy will consist of pre-cast, pre-stressed / post-tensioned concrete roof planks

Foundation/Slab

The foundation for this structure will consist of perimeter grade beams / tie beams. Enlarged foundations will be provided at each column location. The raised concrete island will be 8” thick mat slabs, while truck lanes/containments will be 10" thick mat slabs. The raised island will incorporate thickened turndown edges at the perimeter. The truck lane will be sloped and be provided with end berms to provide secondary containment volume as required. Petroleum resistant waterstops will be provided at joints in the trenches to ensure containment of any leakage or spills. Careful consideration of construction and control joints will be incorporated into the design to minimize plastic shrinkage cracks in the monolithic slab. Concrete construction will be in accordance with ACI-350 Environmental Concrete.

Superstructure

Gravity Framing - The tank storage canopy superstructure consists of hollow structural steel (HSS) cantilever column system. The columns are situated along the perimeter of the canopy roof. The perimeter roof framing consists of wide flange beams spanning from column to column. The roof structure will consist of pre-cast, pre-stressed concrete roof panels / planks with embed plates for attachment to steel roof beams

Lateral Load Resisting System - The HSS columns will be anchored to the foundation grade beam with a robust stiffened base plate connection to provide base fixity of the columns. The columns, base plates, and base anchorage will be designed so that the canopy will resist lateral wind and seismic loads by the stiffness of the fixed base cantilever columns. The cantilever column concept results in a simple framing solution free from X-braces or field welding of moment frames

Roof System

Low slope (< ¼”/ ft) roof system consisting of the roof structure will consist of pre-cast, pre-stressed concrete roof panels / planks with embed plates for attachment to steel roof beams. The design of the planks will include design and resistance for code prescribed components and cladding wind forces. The roof planks will be utilized as the roof diaphragm to distribute lateral loads to the columns

CODE REQUIREMENTS/UPGRADES

ASCE 41-13 Seismic Evaluation and Retrofit of Existing Buildings:

As part of this project it is necessary to determine if structural upgrades and repairs are needed. A seismic evaluation and analysis, and the resulting upgrades / strengthening and retrofits are excluded from this scope of services. However, verification of code compliance of the proposed addition and renovation is required. The current editions of the IBC reference the IEBC (International Existing Building Code) for determination and implementation of code upgrades and retrofits. One option of determining code compliance is ASCE 41-13. IEBC, additionally, requires varying levels of upgrade on the determination of the extent of alteration. IEBC defines alterations as Level 1, Level 2, and Level 3. In addition, if a renovation or addition project increases the load (or decreases the capacity of a structural member by greater than 10% the element must be strengthened to current code requirements for new structures

While a complete seismic evaluation was not performed a cursory review of the applicable requirements and associated checklists provided by ASCE 41-13 was completed. The aforementioned checklists are specifically developed to estimate the seismic stability of an existing structure and level of repair required. The cursory review and completion of the forms does indicate some degree of concern relative to the seismic performance of the existing structure. In addition, the report was completed at a cursory level without in depth calculations completed. The initial checklists were completed to be used as a tool and guidance to determine the likely degree of seismic safety provided. Varying degrees of non-comply items were identified and other areas that are unknown until further analyses can be completed. Based on our experience with buildings of similar age and type, we would expect a number of additional non-comply items to be found.

Another item of potential concern is the previous renovations

Previously completed renovations have altered the lateral load path from the original design. It is noted that portions of existing shear walls have been removed in different locations on both the first and second floor of the building. While some lateral capacity has been removed it does appear other areas were added and some consideration of transfer of forces was implemented. The current scope does not include a complete evaluation of the existing conditions and previous renovations. It is the opinion of the engineer that further evaluation should be considered to fully determine the existing conditions and lateral strength / stability of the existing structure

Provided no further investigation or retrofits are included it should be noted that the new / proposed renovations will be designed to meet current code requirements, however the existing building components may not meet current code and may not adequately perform under design level loading

We recommend the building owner review the above information and consider further evaluation of the structure to determine if a full evaluation and or strengthening is desired / required. If additional services are desired please let us know so that we can provide an additional services proposal to address these items

The completed ASCE 41-13 Seismic Evaluation Checklist is included at the back of this document in the Appendices
