D. Background:

1) The Catalina Headquarters Building is a two-story, 11,016 SF administrative facility, previously housing the El Yunque National Forest Supervisors Office.

The facility was originally built in 1981 and expanded in 1996 to current square footage.

2) In September 2017, Hurricanes Irma and Maria, both rated most extreme storms by Saffir-Simpson Hurricane wind scale, impacted Puerto Rico and the USVI. El Yunque National Forest was devastated by these events causing severe damage to facilities, roads, centenary trees uprooted, and loss of power and water. The damage was significant throughout the Forest, and it is believed that recovery will last years.

3) The USDA Forest Service Region 8 issued a Task Order to perform a Hurricane Damage Assessment at El Portal Visitor’s Center located on the El Yunque National Forest in Puerto Rico. The work consisted of a Site Visit, a Condition Assessment, Documentation and Executive Summary, including short- and long-term recommendations for repair and restoration of storm damaged facility. This report, dated October 2017, will serve as the back ground and baseline assumption for existing conditions at the El Portal facility.

4) In May 2018, the USDA Forest Service conducted a Design Charrette to revisit previous developed concepts and integrate best practices and lessons learned into a charrette report, El Portal and Catalina Project Programming, dated 27 July 2018. This programming report served as the basis of design and starting point for this project.

5) In July of 2018, The USDA Forest Service issued a Request for Proposal (RFP) to secure the materials and qualified labor required to successfully complete the project for Mold Remediation and Demolition for the Catalina Headquarters located on the El Yunque National Forest in Puerto Rico. Tasks included:

a) Demolition: Remove all affected interior items per the EPA’s remediation guidelines. Items indicated to be removed include but are not limited to flooring, interior partition walls, doors, ceiling grid and acoustical panels, lighting, conduit, wiring, ductwork, controls, etc.

b) Remediation: Dispose of all mold contaminated materials per EPA guidelines.

c) Cleaning: Clean all existing exposed materials or substrates to remain per EPA guidelines.

6) In July of 2018, The USDA Forest Service issued a Request for Proposal for the Roof Replacement at the Catalina Headquarters located on the El Yunque National Forest in Puerto Rico. Tasks included:

a) Demolition: Remove existing clay tile roof system in its entirety. Clean and inspect concrete roof deck.

b) Installation of a new standing seam metal roof system with high temperature rubberized asphalt self-adhesive underlayment.

(1) Underlayment: Rubberized asphalt layer backed by a layer of slip-resistant coated high-density cross-laminated polyethylene film.

Issued 17 July 2020

Statement of Work for Construction Services Page 11 of 76

(2) Insulated metal roof panels: 22 gauge, mechanically field-seamed, vertical leg standing seam roof system with a 2-inch tall ribs with a premium fluoropolymer coating contain a full-strength polyresin finish.

7) In September of 2018, The USDA Forest Service issued an RFP for design and construction documents for the Catalina Administrative Building and Site. The project Task Order was awarded to TYLIN International, an Architecture-- Engineering firm on the current Region 8 A-E IDIQ. TYLIN prepared a complete set of construction drawings, specifications, schedule of items, and construction cost estimate for the building and all site work.

3. Project Summary A. The project will consist of the reconstruction of the Catalina Headquarters Building and Site based upon Construction Documents prepared by TYLIN International and dated 22 June 2020. The building and site shall be constructed as designed and specified, according to all applicable law and requirements.

B. Project Schedule:

1) General: The Contractor shall provide two (2) color copies and one (1) electronic copy of the project schedule after award and before the Kick-Off Meeting. The schedule shall include a summary construction schedule with important milestones included.

2) Development and Updates: Fully develop the construction portion of the schedule and submit to the CO before the Preconstruction Meeting or any construction begins. The project schedule shall be updated on a monthly basis throughout the entire contract period and until project substantial completion.

The status date of each schedule update shall be ten (10) days before the progress payment request date.

3) Purpose: The purpose of the project schedule is to ensure adequate planning, coordination, scheduling, and reporting during execution of construction activities of the Contractor. 4) Software: The software shall be the latest version of Microsoft Project, Primavera Project Planner, SureTrak, or approved equal.

5) Schedule Development: The project schedule shall cover the entire contract period. The late finish date of the project schedule shall be the same date as the established completion date of the contract.

6) The Contractor shall use the Critical Path Method (CPM) with limited use of lead or lag durations between schedule activities. The Contractor’s project schedule shall consist of procurement activities (including mobilization, submittal, and the fabrication and delivery of key and long-lead procurement items) and construction activities.

7) The Contractor 's project schedule shall consist of, but not be limited to, the following for each activity:

a) Identify each and every activity number with numerical.

b) Concise description of the work represented by the activity (maximum 48 characters). Avoid the use of non-standard abbreviations. The work related to each activity shall be limited to one work trade.

8) In developing the project schedule, the Contractor shall be responsible for ensuring that subcontractor work at all tiers, as well as its own work, is included in the project schedule.

Issued 17 July 2020

Statement of Work for Construction Services Page 15 of 76

9) The project schedule, as developed, shall show the sequence and interdependence of activities required for complete performance of the work.

The Contractor shall be responsible for ensuring all work sequences are logical and the project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be the Contractor’s best estimate of time required to complete the activity considering the scope and resources planned for the activity. Resource loading of each activity shall list all personnel by labor category and equipment type and capacity proposed to complete the activity in the duration shown. Include permit requirements and constraints. Seasonal weather conditions shall be considered and included in the planning and scheduling of all work influenced by high or low ambient temperatures, wind and/or precipitation to ensure completion of all work within the contract time.

C. Project Schedule Updates:

1) Monthly Updates: The monthly updating of the Project Schedule shall be an integral part and basic element of the estimate upon which progress payments shall be made under this contract. If, in the judgment of the CO, the Contractor fails or refuses to provide a schedule of items and a complete schedule update or revision as specified hereinafter, the Contractor shall be deemed to have not provided the required information upon which the progress payment may be made, and shall be subject to retainage of a portion of the payment.

2) Time Impact Analysis for Contract Modifications, Changes, Delays, and Contractor Requests Requirements: When contract modifications or changes are initiated, delays are experienced, or the Contractor desires to revise the project schedule, the Contractor shall submit to the CO a written time impact analysis illustrating the influence of each modification, change, delay, or Contractor request on the contract time.

3) Time Extensions: Activity delays shall not automatically mean that an extension of the contract time is warranted or due the Contractor. It is possible that a modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of the available total float that may exist within an activity chain of the project schedule, thereby not causing any effect on the contract time. Time extensions will be granted in accordance with the terms of the contract.

4) Float: Float is not for the exclusive use or benefit of either the USDA Forest Service or the Contractor. Extension of the contract time will be granted only to the extent the equitable time adjustments to the activity or activities affected by the modification, change, or delay exceeds the total (positive or zero) float available on a particular activity.

D. As-Constructed Drawings shall be completed no later than twenty-one (21) calendar days after Project Completion.

Issued 17 July 2020
