About this file
This is a Limited Asbestos Building Materials Inspection Report prepared by Northwest Technologies, Inc. for the Boise National Forest regarding the Old Greenhouse at Lucky Peak Nursery in Boise, Idaho. The inspection was conducted on April 9, 2026, by Jamie Morledge, an accredited asbestos inspector, with samples analyzed by Atlas Technical Consultants using EPA Method 600/R-93/116 with polarized light microscopy and dispersion staining techniques. The report documents findings from four bulk samples collected from the structure.
The key finding is that approximately 345 square feet of corrugated cement asbestos board (transite) panels forming the lower skirt of the building tested positive for 30% Chrysotile asbestos (samples 26NWEA01-1A and 26NWEA01-1B from the west and east walls). Two roofing felt samples (26NWEA01-2A and 26NWEA01-2B from the north and south roofs) tested negative for asbestos. The asbestos-containing material is sandwiched between exterior soil and interior concrete on three building sides, and between addition floor concrete and interior concrete slab on the fourth side. The report includes laboratory analysis results, chain of custody documentation, photographic evidence of the affected materials, and Jamie Morledge's Asbestos Inspector Refresher Training Certificate (valid through February 26, 2027), meeting requirements under Section 206 of Title II of the Toxic Substances Control Act.

RE: Limited Asbestos Building Materials Inspection Report Lucky Peak Nursery, Old Greenhouse, 15169 ID-21, Boise, Idaho NWT Project No: 26NWEA01
Dear Mr. Parent:
Northwest Technologies, Inc. completed a Limited Asbestos Building Materials Inspection of the Old Greenhouse located at Lucky Peak Nursery, 15169 ID-21, Boise, Idaho on April 09, 2026. The samples were analyzed by Atlas Technical Consultants located in Boise, Idaho.
During this inspection, the building was surveyed for asbestos content. The suspect building materials sampled are listed below. Materials that tested positive for asbestos are listed in red.
The cement asbestos board (CAB), referred to as transite, contains 30% Chrysotile asbestos. The roofing felt tested negative for asbestos.
There is approximately 345 SF of asbestos containing corrugated transite panels forming the lower skirt of the building. On three sides of the building the lower several inches of the asbestos containing material is sandwiched between exterior soil and the interior concrete slab. On the remaining side of the building there is an addition. The lower several inches of the asbestos containing material is sandwiched between the floor concrete of the addition and the interior concrete slab.
The Chain of Custody Record and Sample Analysis Results from Atlas Technical Consultants are attached. Also attached is Jamie Morledge’s Asbestos Inspector Certification.
Please feel free to contact our office if you have any questions.
Sincerely, Jamie Morledge Asbestos Inspector

ASBESTOS SURVEY PROCEDURES
The initial building inspection and survey was conducted by Jamie Morledge, an accredited Inspector for Northwest Technologies, Inc. A detailed visual examination of all suspect asbestos containing materials (ACM) was made. Suspect ACM was grouped into areas, and sampling plans were then developed.
Samples were obtained by using techniques such as wet slicing, wet boring, or similar methods designed to limit contamination of the area during sampling. The sampled area was sealed using patching compounds, duct tape, or spray encapsulates as appropriate to the material being sampled.
Bulk samples obtained during the building inspection were identified by collection number, date, description, and location. Subsequent to the inspection, samples were transmitted to Northwest Technologies, Inc.’s office, Boise, Idaho.
When samples were received in Boise, they were logged in and packed in a safe manner. Northwest Technologies, Inc. utilized Atlas Technical Consultants, in Boise, Idaho for analysis of the samples
The analysis that Atlas Technical Consultants used is in general accordance with EPA Method 600/R- 93/116 for asbestos sampling, which employs polarized light microscopy techniques with dispersion staining for identification of mineral forms of asbestos. The quantification of asbestos in the samples is intended to be an estimate only. The results are included in the inspection report.

Sampled by: Client
Analyzed by: Thomas Richards Microscopist
Sample components are identified using polarized light microscopy (PLM) coupled with dispersion staining methods as determined by visual estimation.
Small asbestos fibers may not be detected by PLM due to the resolution limitations of the optical microscope. Detecting asbestos in non-friable organically bound materials is not consistently reliable using PLM analysis. The non-detection of asbestos fibers in floor tile by PLM is of itself inconclusive. Confirmation by Transmission Electron Microscope (TEM) is recommended for negative floor tile samples. This test report relates only to the items tested in the sample as submitted to the laboratory.
Analysis method: Polarized Light Microscopy (PLM) by EPA/600/R-93/116 with Central Stop Dispersion by NIOSH 9002 American Industrial Hygiene Association (AIHA) Performance Analytical Testing (PAT) Laboratory Number 101571
