About this file

This is a Questions and Answers document for a federal Request for Quotations solicitation (RFQ) issued by the U.S. Forest Service for the Lucky Peak Nursery New Greenhouse project under solicitation number 1240LT26Q0137. The document addresses 76 questions and answers regarding project specifications, drawings, site conditions, and contract administration.

The project scope encompasses construction of a new greenhouse (Greenhouse #2), renovation of an existing greenhouse (Greenhouse #1) in two phases while maintaining operational nursery functions, construction of a new headhouse and warehouse (optional), and associated site work including drainage, utilities, and embankment construction. Key contract requirements include: use of a name-brand Cravo greenhouse system (alternate brands not acceptable); a 10,277 cubic yard design quantity for embankment material with 15% allowable variance under FAR subpart 11.7; 60-day pricing validity for option items (not six months as initially stated); contractor responsibility for obtaining Geotech testing to verify structural fill requirements; Forest Service responsibility for removing existing equipment and shade structures; and contractor responsibility for processing and screening borrow material to specification requirements. The Design Quality Manager is not required as a full-time dedicated position but only during contractor-designed work phases; the CQC System Manager remains the only full-time dedicated quality control position. Greenhouse #1 renovation must maintain full operational conditions including heating, lighting, irrigation, ventilation, and environmental controls in the occupied phase, with completed phases independently operational before subsequent phases begin. The Forest Service serves as the building code authority, and no liquidated damages clause applies. Propane tank relocation timing depends on season, with heat required January through June and September through December. Insurance requirements per AGAR 428.306 include minimum coverage of $100,000 employer's liability, $500,000 general liability per occurrence, and $200,000/$500,000 automobile liability coverage.

Lucky Peak Nursery New Greenhouse - 1240LT26Q0137 Questions and Answers 001

Note: Questions were copied as they were received with some spelling errors corrected. Some questions mention “bid” “pre-bid” etc. That terminology was left in the questions, but this solicitation is a Request for Quotations under the Revolutionary FAR Part 12.

The answers below will be incorporated into any award resulting from this solicitation.

Q1. Can you please confirm that a Novavert open roof system (comparable to Cravo) would be an acceptable alternate for this project?

A1. – No, name brand supplier is required.

Q2. Will the existing greenhouses be cleared out prior to construction activities starting? What will be remaining in the greenhouses?

A2. See greenhouse phasing schedule.

Q3. With regards to the onsite material to be excavated out of the barrow pit, what is the plan if there is not enough material in the barrow pit to satisfy the required material for construction?

A3. Pit will be expanded as needed to fill the requirement.

Q4. Can we get a detailed phasing plan for the work that needs to be completed on the existing green house?

A4. See greenhouse phasing schedule.

Q5. Could you clarify what "motor driven" means for the lights? Specifically, are they intended to be mounted on the booms? If so, could you provide a description of that design?

A5. The requirement was deleted and the specifications will be updated. The requirements for the lights required are shown in the electrical schedule on drawing E Sheets EG 01 EG 10 EG20.

Q6. Section 328400 – Irrigation Booms appears to be missing from the spec. Could you post that section when you get a chance?

A6. See updated specifications.

Q7. Spec 01000 Page 22 C - Specifications state option items may be awarded up to 6 months after award of base items. The SOI states option items may be awarded up to 60 days after initial award based on available funds. Question: Is the contractor to keep pricing for option items for 60 days or 6 months?

A7. 60 Days is the correct time, Specifications to be updated.

Q8. The SOI for embankment construction identifies a design quantity of 10,277 cubic yards of material for use in creating the level area for greenhouse #2. Question: Does this quantity take into consideration the amount of deleterious material that will need to be stripped from the site to reach the proper elevations?

A8. Yes

Q9. In consideration of the above information, if the 10,277 cy of material is not adequate will the government treat this as a differing site condition per FAR 52.236-2?

A9. Item is a DQ (design quantity), FAR subpart 11.7, 15% variable allowed.

Q10. 312000 - Specifications state "it is likely the excavation will encounter significant number of cobbles and boulders up to 5 feet in diameter. If larger boulders are encountered, it will be considered a differing site condition and compensation may be available." For bidding purposes, please clarify the government’s intent of the word "MAY." Will this be considered a differing site condition, and provide compensation for the considerable amount of additional cost to excavate rock? There is no way for the contractor to make a precise determination and account for what "may" be underneath the concealed ground, even attempting to estimate the quantity of boulders up to 5 feet in diameter would be a complete guessing game.

A10. No boulders or rocks anticipated near greenhouse, headhouse warehouse. Pit area is expected to encounter rocks.

Q11. Can we dump material grub off the new greenhouse and warehouse site at the existing borrow site?

A11. Material to be placed in location identified by COR.

Q12. Is the material in the borrow area approved by Geo Tech for structural fill?

A12. Borrow material is for embankment. The contractor is responsible for obtain Geotech testing and gradation requirements to use as Structural Fill.

Q13. If there is not enough accessible material at the borrow site, will the government consider this a differing site condition and provide compensation to import additional structural fill material?

A13. No, the pit will be expanded if additional material is needed.

Q14. If there is a need to break rock to get borrow, will this be considered a differing site condition?

A14. No, the contractor will be responsible for processing the material to use to meet requirements of the specifications.

Q15. Will there be screening or crushing required for the use of the barrow material?

A15. The contractor is required to process the material to the extent it will meet the requirements of the specifications.

Q16. 321204-1 - This section calls for crushed aggregate base 12" thick under new greenhouse. Plans on A7.01B call for 4" of base gravel. Which should we use?

A16. Pad for the Greenhouse is embankment material capped with a minimum of 12 inches of aggregate base, the 4 inches is to be placed on top of the 12 inch cap layer for the new greenhouse area.

Q17. Can the material under the existing greenhouse #1 as well as the cut material for the warehouse be as fill for the new greenhouse?

A17. Yes, if it meets the requirements in the specifications for embankment material.

Q18. It was stated during the site visit on 8/17 that the government lost electrical engineers during the last year and was unable to perform an evaluation of the electrical drawings and the current capacity of the existing electrical infrastructure to support the project. Is it the contractor’s responsibility as part of this contract to engage in a third party electrical engineer to verify design calculations and the current Idaho Power source capacity?

A18. See additional electrical information provided with solicitation.

Q19. The boring logs do not indicate ground water was encountered to the depths explored during the time of exploration. If dewatering is required, will this be addressed as a differing site condition and compensation provided to the contractor?

A19. High groundwater may be encountered in spring during initial snow melt, but is low during remainder of the year. Dewatering is not expected.

Q20. 321200-1 Hotmix Asphalt Pavement for the option items reflects LSQ, LS, but has a quantity listed. Will this item be lump sum or design quantity as reflected in the base items?

A20. SOI lists Hotmix Asphalt as DQ The specification will be updated to match the SOI.

Q21. If design quantities listed in the SOI are insufficient, will the government consider this to be a differing site condition and compensate the contractor for the additional labor and material required to meet the design intent?

A21. Any discrepancies with materials listed as AQ or DQ will be addressed per the FAR.

Q22. Is a hazardous material survey available for this project?

A22. See provided Asbestos Report.

Q23. Can the material that is stripped from the building sites be placed on site or will the contractor be required to export the material?

A23. Stripped soil and gravel materials may be left on site and disposed of in a location identified by COR, Asphalt, concrete, and building debris is to be removed from the site per Section 024100- Waste Material Disposal.

Q24. If the material from above question remains on site, please provide a location for it to be placed.

A24. See A23.

Q25. Can the contractor dispose of the trees removed from the affected construction areas on site? If so, please describe location for the trees to be placed.

A25. Removed trees may be left on site and disposed of in a location identified by COR.

Q26. During the site visit on 8/17 it was mentioned that the USFS had a detailed phasing plan for the renovation of greenhouse #1. Will the government please provide this information to the contractor for bidding purposes?

A26. See greenhouse phasing schedule.

Q27. Will the USFS remove the existing conveyor system in greenhouse #1, or is it the contractor’s responsibility?

A27. FS will remove equipment to include planting trays, rails and cinder blocks.

Q28. If it is the contractor’s responsibility to remove the conveyor system, where shall the contractor place the removed components?

A28. FS will remove equipment to include planting trays, rails and cinder blocks.

Q29. Please confirm that the government will remove existing poles and other relevant components of the existing shade structures prior to the contractor mobilizing on site.

A29. FS will remove poles and other components of the shade structure.

Q30. Drawings S3 - There are three 2" conduits called out to be installed between the two greenhouses for future electrical, comm, and water. Are these three conduits to be capped and buried under the concrete slabs, or are they to be turned up and capped above finished grade?

A30. Conduits turned up, with nylon pull string secured and accessible at top of turned up conduit.

Q31. Drawings G.01a - General note 17 states; "all exposed electrical equipment shall be painted to match adjacent surfaces." Is it the governments intent that all exposed conduit, boxes, gear and other electrical components will be painted throughout the new headhouse, greenhouse #1 and greenhouse#2? If electrical is to be painted, please provide specification for paint to be used on electrical equipment/parts and pieces.

A31. Not required.

Q32. Drawings G.01a - General not 23 states; "unless otherwise noted, all exterior and interior metal, trim, treillage, railings, moldings, frames, castings, etc., shall be painted." It does not appear that the paint specifications contain sections for anything but gypsum and wood. Please clarify what painting other than what is called out for on the plans shall be painted.
