About this file
This is a solicitation evaluation criteria document issued by the State of Nebraska, Department of Administrative Services, Materiel Division, and State Purchasing Bureau for the procurement of one exclusive-use single engine air tanker (SEAT) with pilot(s), service truck/trailer, and driver to support the Nebraska Emergency Management Agency's wildfire suppression operations. The solicitation number is 123501 O5 SEAT, with an opening date of December 18, 2025, at 2:00 PM Central Time. The contract requires a turbine-powered SEAT aircraft currently listed on the US Department of Interior On-Call SEAT Source List, qualified pilots certified at Level I or Level II by the Bureau of Land Management, United States Forestry Service, or Office of Aviation Services, and support personnel. The aircraft must maintain minimum annual availability of sixty days at bases in Chadron, Alliance, Scottsbluff, and Valentine, Nebraska. The initial contract term is two years with options to renew for three additional one-year periods, with an anticipated vendor start date of June 4, 2026.
Evaluation of proposals will be based on mandatory requirements including Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a signed Contractual Agreement Form. Responses meeting mandatory requirements will be scored across three categories: Corporate Overview (30 points), Technical Response (50 points), and Cost (20 points), for a total of 100 points. Cost points will be calculated using a formula where the lowest cost submitted receives maximum cost points, with other bids scored proportionally using the ratio of lowest cost submitted to cost submitted multiplied by maximum possible cost points. The contract includes compensation for flight hours (limited to 8 hours per day), standby costs, support truck mileage, relief crew management, mobilization and demobilization expenses, and per diem rates according to federal government regulations. The state will provide fire retardant material, and the contract is subject to funding availability. No specific set-aside designations, incumbent vendors, or explicit budget ranges are identified in the evaluation criteria.
