About this file
This document is a Solicitation Evaluation Criteria for a state or local government procurement opportunity (Solicitation Number: 123501 O5 S.E.A.T.) for Pilot, Service Truck/Trailer, and Driver services, with an opening date of December 18, 2025. The solicitation requires potential vendors to submit comprehensive responses addressing mandatory requirements including a Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a signed Contractual Agreement Form.
The evaluation process will allocate points across three primary categories: Corporate Overview (30 points), Technical Response (50 points), and Cost (20 points), totaling 100 points. Cost points will be calculated using a comparative formula where the lowest realistic cost submission receives the maximum 20 points, and other submissions are scored proportionally. Vendors must meet all mandatory requirements to be considered, with responses not fulfilling these initial criteria being automatically excluded from further evaluation. The scoring methodology emphasizes both technical capabilities and cost-effectiveness, with a significant weight placed on the technical response component.
