About this file
This is Solicitation Addendum Two for a state contract issued by the State of Nebraska Department of Administrative Services, Materiel Division, State Purchasing Bureau, in partnership with the Nebraska Emergency Management Agency. The solicitation addresses questions and answers regarding the procurement of one (1) Exclusive Use Single Engine Air Tanker (SEAT) with pilot(s), service truck/trailer, and driver for wildfire suppression operations. The addendum provides critical clarification on aircraft approval and certification requirements, specifically addressing the Office of Aviation Services (OAS) inspection and approval card processes. The primary question concerned whether aircraft approval card issuance requirements would be excluded despite standard OAS-68 aircraft inspection procedures. The State's response confirms that it will recognize the OAS-68 inspection process, require current OAS-68 certification or maintenance records as previously described, and mandate digital submission of current OAS certification or aircraft documentation. The electronic solicitation response deadline is December 18, 2025, at 2:00 PM Central Time, with an anticipated vendor start date of June 4, 2026. The initial contract term is two years with options to renew for three additional one-year periods. The contract requires a minimum of sixty (60) days of annual SEAT availability at bases in Chadron, Alliance, Scottsbluff, and Valentine, Nebraska, with pilots certified at Level I or Level II by the Bureau of Land Management, United States Forestry Service, or Office of Aviation Services.
The procurement evaluation will allocate 30 points for Corporate Overview, 50 points for Technical Response, and 20 points for Cost, with mandatory requirements that must be satisfied for consideration. Compensation includes flight hours compensation (limited to 8 hours per day), standby costs, support truck mileage, relief crew management, mobilization and demobilization expenses, and per diem rates calculated according to federal government regulations. The State will provide fire retardant material, and the contract is subject to funding availability. No specific budget ranges or incumbent vendors are identified in the solicitation documents. Bidders must submit a complete response including Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a signed Contractual Agreement Form for consideration.

| After reviewing the posted answers to vendor questions, we would like clarification regarding the response to Submitted Question 1. |
The response states that “the aircraft approval cards are applicable to pilots and not aircraft.” However, under established OAS procedures, aircraft and pilots are evaluated and carded through distinct processes:
· OAS-68 is used for aircraft inspections and issuance of aircraft approval cards, including review of the aircraft and its associated maintenance and configuration records.
· OAS-64 applies to pilot qualifications and issuance of pilot approval cards.
During standard on-site OAS inspections, both the aircraft and its records (maintenance logs, component times, equipment lists, etc.) are reviewed by OAS inspectors to determine whether the aircraft can be carded. These records can be extensive and difficult to digitize in advance, but they are routinely made available during on-site inspections, which historically has been acceptable under OAS-68 procedures.
Given this, we respectfully request clarification on the following points:
1. Does the solicitation intend to exclude aircraft approval/card issuance requirements, despite the standard OAS-68 aircraft inspection process?
1. Does the Government intend to continue requiring full aircraft inspections and aircraft approval cards in accordance with OAS-68?
1. Will on-site aircraft record review remain acceptable, or does the solicitation require advance digital submission of all aircraft documentation?
1. No. We will recognize the OAS-68 inspection process.
2. We will require current OAS-68 certification or maintenance records as previously described.
3. Digital current OAS certification or digital submission of aircraft documentation will be required
This addendum will be incorporated into the solicitation.
