About this file
This Evaluation Criteria document is from the Nebraska State Purchasing Bureau for Request for Proposal (RFP) Number 120174 O3, seeking a third-party administrator to process healthcare claims and invoices for incarcerated individuals. The RFP, with an opening date of January 7, 2025, outlines a comprehensive evaluation process for selecting a vendor to manage medical and dental claims processing. The solicitation requires bidders to submit proposals addressing mandatory requirements, including a signed Contractual Agreement Form, Corporate Overview, and completed sections of the bid document. The evaluation will follow a 100-point scoring system, with 20 points for Corporate Overview, 60 points for the Bidder Questionnaire/Technical Approach, and 20 points for the Cost Proposal, with an additional 10 points potentially available for oral interviews.
The cost proposal will be scored using a comparative formula that awards maximum points to the lowest cost submission, with other bidders receiving proportional points based on their proposed costs. Bidders must provide two pricing options: a monthly flat rate and a per-incarcerated individual rate. The contract is structured for an initial four-year term with two optional two-year renewal periods, with pricing to remain fixed for the first four years and subsequent increases limited to 5% per period. The contractor will be responsible for processing approximately 24,704 medical claims totaling $15.6 million and 250 dental claims totaling $51,454 annually, serving an estimated average daily population of 5,872 inmates across multiple correctional facilities in Nebraska.
