About this file

This document is a Q&A transcript from the mandatory site visit for Solicitation #DH2707, conducted by the Salt Lake City School District (SLCSD) for bird netting installation services at three bus station canopies. The project requires installation of permanent avian exclusion netting at three designated transportation canopies: the West canopy (~29,753 sq. ft.), the Center canopy (~32,146 sq. ft.), and the East canopy (~32,146 sq. ft.). The mandatory pre-bid site visit was scheduled for Wednesday, August 19, 2026, at 9:30 a.m. at the SLCSD Transportation Department located at 1745 West 1700 South, Salt Lake City, Utah 84104. The contract is a five-year agreement with work to commence at least 20 days after contract issuance and completion expected within 30 days of receiving a Purchase Order. The SLCSD intends to complete the center canopy first, with implementation of remaining canopies determined by budget constraints but initiated within the five-year contract period. Work is restricted during school hours (5:30 a.m. to 10:00 a.m. and 1:30 p.m. to 4:30 p.m. on school days), while weekends and evenings remain available, subject to communication requirements and coordination with transportation activities.

The scope of work includes furnishing all labor, supervision, equipment, materials, tools, transportation, hardware, and incidentals necessary for installation. The netting must deter swallows and starlings and include zipper access underneath Wi-Fi routers and above lighting and cameras. The SLCSD does not require cleaning of bird droppings, sanitization, pressure washing, bird trapping, removal, or deterrent devices, which remain outside the scope. Contractors must provide maintenance during warranty periods and communicate scheduling needs to accommodate school bus operations. The site offers a staging area on the south section of the middle canopy, 110-volt outlet access for lifts, and gate access with a provided code (gates lock at 5:00 p.m. and open at 5:30 a.m.). Work scheduling may be conducted in sections and daytime, with netting installation occurring during off-hours if coordinated in advance.

Will the SLCSD being doing one canopy at a time when we determine where we want to start?

Answer – Yes, but there is no guarantee that all three canopies will be completed the first year.

Question # 2

You mentioned zippers on the lights and then you stated you wanted the netting above it?

Answer – No, we want netting zipper access placed underneath the Wi-Fi – Routers and netting above the lighting and cameras. Everything else is okay to go over just please provide a zipper to access that location or equipment.

Question #3

Will drilling be allowed along the outer parameter beam?

Answer – Yes, if the result is professional.

Question #4

Can we do it in sections of nets?

Answer – Yes, we want to accomplish a simple, professional, and cost-effective result.

Question #5

You mentioned time of day, so what type of scheduling access can we expect to do the work?

Answer – Well, I can tell you when you can’t work and that is from - 5:30am to 10:00 am, then from 1:30pm to 4:30pm during school days. The Weekends are wide open. However, communication is a must and please be on site at the time you requested.

Questions #6

Once work has started, are we going to have buses here?

Answer – Yes, that is part of the communication, so we can shuffle buses based on the effected area. For example, if you come during the evening and state lift access is needed here and here. I can make sure the buses are out of the way. At the same time please don’t ask for an area cleared that won’t be finished the same day.

Question #7

How long can we work in the evening during school days and on weekends?

Answer – As long as you want during school days. On the weekends however we will have field trips activity during Saturday and Sunday Evenings, so we will need to know when you plan to be on site, so we can accommodate. Please make sure you are on-site at the time you say you will be.

Question #8

Are we just trying to deter pigeons or smaller birds?

Answer – We need to deter swallows and starlings.

Questions #9

Answer – We would like the start date to be at least 20 days after contract is issued. Please note that once this project is approved by the School Board. We will only allow work to commence with a Purchase Order in hand.

Question #11

Just wanted to confirm that this is a 5-year contract and are there other possibilities to complete additional canopies within the transportation site or other areas?

Answer – We need to stay within the Scope of Work for this 5-year contract period and that is just these 3 canopies.

If we were to work at those additional sites we would need to rebid those sites.

This IFB is only for the 3 Transportation Canopy stated within the documents and scope of work.

Question #12

Is there a section or area where we could stage our equipment?

Answer – Yes, on the south section of the middle canopy there are some empty spots we can provide.

Answer – Yes, you will need to provide the maintenance.

Question # 16

Answer – No, however there is Maverick across the street, or you can provide your own facilities.

Question #17

Do the gates get locked at certain times? Can we have access to those if needed?

Answer – The gates get locked @5pm and open at 5:30am. Yes, I can get you access if needed but call first and a code will be provided.

Question #18

You stated the SLCSD wanted to start on the center canopy first. Once we completed that canopy, when can expect to get the next job to finish the remainder of the canopies?

Question #20
