About this file
This is a Prohibition on Lobbying certification exhibit for the City of Independence, Oregon, related to the Corvallis Road Waterline Improvements project (PN: 2023-13, Keller Project: 223055-007). The document serves as a certification requirement for contractors bidding on or entering into this federally-funded project. The contractor must certify that no federal appropriated funds have been paid or will be paid to influence any officer or employee of any agency, Member of Congress, or congressional staff in connection with the awarding of the federal contract or any related federal funding instrument.
The certification requires that if any non-federal funds are used for lobbying purposes in connection with this federal contract, the contractor must submit Standard Form-LLL, Disclosure Form to Report Lobbying, in accordance with its instructions. The contractor must also ensure that identical certification language is included in all subcontract award documents at all tiers and that all subrecipients provide corresponding certifications and disclosures. This certification is a material representation of fact and a prerequisite for entering into the transaction under section 1352, title 31, U.S. Code. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each violation.
