Every year, we provide more than $120 billion in grants, loans, and work-study funds to millions of borrowers—all to make a college education possible. We ensure that students who want to further their education have the opportunity to go to college and realize their potential—and by doing so build resilience, enrich our communities, and strengthen our economy. That’s why we are dedicated to funding America’s future, one student at a time.

As the Federal Student Aid (FSA) brand expands to encompass the entire student aid lifecycle, from the FAFSA® form all the way through the repayment process, we want to ensure our brand and products reflect the potential a mind can achieve with support from FSA.

These brand guidelines are based on research and testing with our target audiences and serve as the foundation for our communications and designs.

When used consistently, they help our organization bring FSA’s promise to life throughout our many customer touchpoints.

Our goal is to give FSA a consistent voice and look. But the speed of digital innovation can make that difficult. So one new tool we’re introducing and referencing in this guide is our FSA Design System.

This online reference takes over the guidance for our digital products, and provides designers and developers with a living, continually updated source of truth.

It’s important that you adhere to these guidelines so our communications are consistent, accessible, and effective. And so that we can live up to our reputation as a trusted financial aid resource.

THE FSA BRAND

FSA’s vision is to be the most trusted and reliable source of student financial aid, information, and services in the nation. Having a strong brand reinforces FSA’s vision.

It defines the reason we exist and the role we play in our customers’ lives. Our brand isn’t just how we look, it’s also how we talk and act. It defines the programs and the resources we provide, the skills and qualities we bring to our organization, the interactions we have with our customers, and the key messages we want to communicate.

BRAND PURPOSE

Our role is to guide students, parents, and borrowers toward the possibility of a more successful future.

• We’re not here to tell them what to do.

• We’re here to show them the way.

• We’re the resource that helps them visualize what could be.

• And we’re always empowering them to take the right steps.

BRAND BELIEFS

We believe in helping students understand their educational possibilities and in clarifying the complexities of federal student aid.

Here are the actions we should take as we work toward fulfilling these beliefs:

• Inspire. Help students visualize how education can lead them to a brighter future.

Show them possibilities. Help them get excited about what’s to come.

• Predict. Proactively understand what our customers need and provide solutions to them at the right time—ideally before they even realize they need them. Always think ahead, suggest next steps, and prompt them with reminders, if it helps get the job done.

• Personalize. Listen to what each customer needs on an individual basis and personalize our messages and actions accordingly.

Suggest only the most relevant options, without overwhelming.

• Streamline. Make each experience clearer by stripping away unnecessary complexity.

Explain things in plain language.

Exceptions to Brand Guidelines The purpose of the 2021 Brand Guidelines is to create a consistent and unified experience for FSA’s stakeholders, and the intention of the Brand Working Group is to assist content and product developers in that process and streamline the process as much as possible.

While guidance is essential for external-facing content and is encouraged for internal-facing documents, it does not supersede instances where business requirements dictate using other design and formatting, such as when collaborating with other agencies that have differing needs. BRAND GUIDELINESOur Voice and Tone

OUR VOICE

As we create materials and communications for customers, it’s important that we write and speak in a consistent way. This is what’s known as our “voice.” Think of it as our brand’s personality expressed through language. No matter who we’re talking to or at what level, it should all feel like it’s coming from the same source.

At FSA, our voice is simple, direct, encouraging, and confident. We also follow the Federal Plain Language Guidelines and the Plain Language Act.

SIMPLE

We attempt to make the college financial aid process easy. And while financial aid can be complicated, we’re happy to explain the process, and we speak in understandable, conversational terms.

DIRECT

We’re straightforward and sincere. We tell the hard truths about financial aid when needed, and we are unambiguous whenever possible.

ENCOURAGING

We’re here to help. And we urge our audience on with positive encouragement. We like what we do, and it’s reflected in the way we approach our purpose.

CONFIDENT

We know our subject inside and out, and we specialize in helping students pay for higher education. We’re the most trusted source of federal financial aid information.

To clarify further, our voice can be described as:

• Simple, but not simplistic

• Friendly, but not buddy-buddy

• Direct, but not cold

• Encouraging, but not overbearing

• Confident, but not arrogant

• Knowledgeable, but not know-it-all

Overall, our voice is that of a helpful, friendly financial aid resource who always makes the topic easier to understand, and always focuses on helping the user take positive action. That coach personality should come through in all of our communications

OUR TONE

Tone is different from voice. Tone is the specific language we use, the way we construct sentences, and the sound of our words. While our voice should always stay consistent—it’s our personality, after all—our tone should change depending on the context of the communication.

For example, in your personal life, you would present a piece of information differently to a four-year-old than you would to a 40-year-old. And you’d present it differently on the phone than you would in a letter. That’s the difference in tone. But no matter what, the information is still from you—different tone, same voice/ personality.

For FSA, different situations and different audiences require different tones, too. For example, we communicate through various channels, including our websites, social media platforms, email, direct mail, and more. Our tone should change from one channel to the next to suit 1) the audience and 2) how people expect to be communicated to in each channel.

This means there are situations— such as some social media platforms—in which we can and should talk more conversationally than we would in other situations, such as a letter or direct mail. But no matter what, it should all feel like it’s coming from the same helpful, knowledgeable personality.

Throughout this guide, you’ll find examples of how our tone changes for different platforms and communication channels.

GENERAL GUIDELINES

FSA’s logo is the foundational element of our style. Therefore, it should only be used as outlined in this guide and should never be altered or distorted.

The U.S. Department of Education (ED) seal should not be integrated into FSA’s logo, but it can be used in communications.

The alt-text tag for the logo should be “Federal Student Aid—an office of the U.S. Department of Education.”

Replace Old Logos The FSA logo has been updated to improve readability, 508 compliance, and consistency with the FSA Design System colors.

Note that the “Proud Sponsor...”

tagline, which is no longer in use as an FSA campaign, also has been removed. Please download the new logo and use it to replace any instances of the old version.

PREFERRED CONFIGURATION

The horizontal version of the logo is the preferred version and should be used for the majority of communication materials. The color logo is used on a white background or a simple, low-contrast, light photographic background (close to white).

If the logo is included in printed communications, the preferred logo uses the Pantone Matching System (PMS) to achieve the exact colors. The spot colors are PMS 3539 C (Medium Green) and PMS 425 C (Medium Gray). However, if budgeting does not allow for the use of spot colors, please refer to the full color values provided.

ONE-COLOR VERSIONS

When the preferred color logo cannot be used, the black or grayscale versions can be used.

ONE-COLOR REVERSE

The one-color reverse logo may be used on any of the primary colors (referenced on page 22).

The stacked version of the logo shown here should only be used when space isn’t available for the preferred logo, such as on vertical web banners.

VARIATIONS

The reversed version of the logo can be used as shown in the example on the far right. The dark blue shown is meant to represent a sample background that the logo might be placed on—it is not part of the actual logo file.

The relationship between “Federal Student Aid” and “An office of the U.S. Department of Education” must remain consistent at any size.

Spacing and minimum size requirements should be adhered to for optimal presentation of FSA’s brand identity.

Clear space around logo provides space for it to breathe and helps it stand out from surrounding elements. Use the height of the letter “F” as a measuring tool to determine proper spacing.

UNACCEPTABLE USES

The logo must never be altered or manipulated by means of condensing, stretching, distorting, altering the spacing between the letters, or by using different colors.

Do not create a new FSA logo or tailor the official FSA logo for your office.

Do not add any effects to the logo or alter the size of the logo elements independent of each other. The size of the entire logo may be changed, but all elements must remain proportionate.

Note that the “Proud Sponsor of the American Mind” campaign has been retired and the logo with that tagline should no longer be used.

DO NOT:

Change the color.

Alter elements.

Scale the logo horizontally.

Scale the logo vertically.

Add any effects to the logo.

Use the retired version with the “Proud Sponsor” tagline.

BRAND GUIDELINESLOGO USAGE: WITH OTHER LOGOS OR SUB-BRANDS

Testing and research has shown that users are not necessarily aware of or understand Federal Student Aid’s relationship with the Department of Education, institutional partners such as schools, and loan servicing partners.

In order to strengthen and clarify the FSA brand, co-branding (placing the FSA logo in proximity to or on the same page with other logos) is generally discouraged.

When co-branding is necessary, a lockup of the FSA and other logo (including the ED seal) should never be used. Instead, separate the logos used as much as possible within the design, by for example placing the logos on opposite sides of the page or content elements.

USE OF ED SEAL

In general, it is discouraged to co-brand FSA materials with the Dept. of Ed. Seal in order to avoid brand confusion. However, it is sometimes necessary to use the ED seal in a support position to the FSA logo. In these cases the FSA logo takes visual priority.

SIZE AND PLACEMENT

When in close proximity to the FSA logo, the ED seal should not be larger than 120 percent of the FSA logo. It is encouraged not to use the ED Seal in close proximity wherever possible, however.

When not in close proximity to the FSA logo, the ED seal can be enlarged up to 250 percent of the FSA logo when it is screened back to 30 to 60 percent. This minimizes the priority of the seal in relation to the FSA logo.

The Favicon “FSA” icon is to be used rarely, and only when both of the below conditions are met:

1. The space requirements are so small that usage of the full Federal Student Aid logo would render the text illegible.

2. Additional context is immediately available alongside the favicon to explain what FSA stands for. This might be as a tab tile in the case of a browser, as the app title in the case of the mobile app icon, or in conjunction with the full logo in the case of approved servicer partner badges.

It’s important to speak clearly about FSA’s relationship with a borrower’s loan servicer.

This simple color palette includes primary and secondary colors.

ACCESSIBILITY

508 accessibility helps people with disabilities have a better reading experience. It’s important to keep this in mind while designing. Use color combinations with high contrast to make sure your designs are legible enough for these users.

Refer to page 42 for more information.

Tints of the secondary color palette maybe used but only sparingly as to not take away from the dynamic nature of the color palette.

SECONDARY COLORS

The secondary color palette expands the color options to give more flexibility. These colors have been chosen to complement the primary colors.

Some of the secondary colors may only be used for print and others may only be used for web.

PRINTING GUIDELINES

For print jobs, because variations in presses, press conditions, inks, and papers can cause colors to vary, it’s advisable to perform a press check (when possible) or have color proofs sent for approval to ensure they match brand colors.

In order to achieve a consistent and expressive look in each piece of communication, take care to apply color to layouts in the correct proportion.

PRIMARY COLORS

Use the blues and dark gray for graphic elements and typography. The lighter grays should be used for graphic elements and backgrounds.

SECONDARY COLORS

Colors from the secondary palette are intended for minimal use. Use them within graphic elements to additional colors and emphasis.

SANS SERIF FONTS FOR PRINT

AND PRESENTATIONS

Arial and Verdana may be used for all professionally designed materials, such as forms, print publications and presentations. Visit the online FSA Design System for guidance for the web.

LARGE/LIGHT HEADLINES

Large headlines should be set in light or regular font.

SMALL/BOLD HEADLINES

Headlines can also be set in smaller point sizes (9- to 14-point type) in a bold font.

BODY COPY

Designed documents should be set with 9- to 12-point type with 9- to 20-point line spacing.

GUIDELINES

To focus on the diverse students, parents, and borrowers we serve, we recommend that the primary or dominant images in communications feature people. To help you choose images that are consistent with our updated branding, we’ve outlined recommendations below.

When resources allow, we focus on our illustration style over use of photography.

IMAGES SHOULD BE:

• Simple. Each shot should be clean and uncluttered, with one primary focus.

• Natural. The images should reflect existing settings, use natural lighting, and feel in the moment, not staged or artificial.

Whenever possible, primary shots should have a human element. Secondary photos may feature architecture, group shots, or other education images.

Open rates continue to increase after October sends. Average open rates from November – December have stayed at 29%. If this trend continues to stabilize, we can be comfortable in establishing a benchmark and mark our recent changes as factors in the increased open rates. Although we see a dip in numbers for follow up emails in November, it is still an acceptable dip in numbers. For December, we see equal, if not slightly high rates, for follow up emails. One thing to note for December emails are different uses of subject lines.

“Coming Soon” and more direct subject lines were used.

Who gets federal student aid?

Every student who meets certain eligibility requirements can get some type of federal student aid. Some of the most basic eligibility requirements for students are that you must

• demonstrate financial need (for most programs);

• be a U.S. citizen or an eligible noncitizen;

• have a valid Social Security number

(some exceptions apply);

• be registered with Selective Service if you’re a male between the ages of 18 and 25;

• be enrolled or accepted for enrollment in an eligible degree or certificate program;

• be enrolled at least half-time

(for most programs); and

• maintain satisfactory academic progress in college, career school, or graduate school.

Apply for Federal Financial Aid

What is federal student aid?

It’s money from the federal government that helps you pay for college, career school, or graduate school expenses. Federal student aid is available through grants, work-study funds, and loans.

How do I apply for aid?

You need to complete the Free Application for Federal Student Aid (FAFSA®) form by logging in at fafsa.gov to apply online, filling it out in the myStudentAid mobile app (available in the Apple App Store or the Google Play store), or completing and mailing the FAFSA PDF.

Students and parents will need an FSA ID (account username and password) to sign the form through the mobile app and online. You’ll also use your FSA ID to access information about your financial aid on U.S.

Department of Education websites. You can create an FSA ID in advance or while you fill out the FAFSA form. To find out more about the FSA ID, visit StudentAid.gov/help-center/answers/article/fsa-id.

When should I apply?

Each October, the FAFSA form is available for the next school year. You’ll need to reapply for aid every year you are in school. Here’s a summary of key dates for submitting the FAFSA form depending on when you plan to go to school:

Federal Supplemental Educational Opportunity Grant (FSEOG) Up to $4,000 a year

For undergraduates with exceptional financial need.

Iraq and Afghanistan Service Grant Up to $6,345 for the 2020–21 award year

Up to $4,000 a year Teach Grant For undergraduate, postbaccalaureate, and graduate students who are completing or plan to complete course work needed to begin a career in teaching. To receive a TEACH Grant, a student must agree to teach for four years in a high-need field at an elementary school, secondary school, or educational service agency that serves low-income families. If a student doesn’t complete the teaching service requirement, all TEACH

Grants the student received will be converted to a Direct

Unsubsidized Loan that must be repaid, with interest.
