About this file

This document is a Temporary Erosion and Sediment Control (TESC) specification section for the Vaults 60, 87 & ET Structural Repair and Grating Replacement project, involving the Tennessee Department of Environment and Conservation (TDEC), City of Knoxville, and the Knoxville Utilities Board (KUB). The specification outlines comprehensive requirements for erosion prevention and sediment control during construction activities, covering areas including cut and fill operations, excavation, backfill, and construction sites within temporary or permanent easements. The document details specific requirements for storm water pollution prevention, including the need to follow the Storm Water Pollution Prevention Plan (SWPPP), obtain necessary permits such as the NPDES Storm Water Construction Permit, and adhere to best management practices throughout the construction period.

The specification provides detailed guidance on temporary erosion control products and methods, including temporary berms, slope drains, sediment structures, check dams, temporary seeding and mulching, and silt fences. Contractors are required to submit certification for sediment and erosion control inspectors, review and sign the project's Notice of Intent (NOI), and be responsible for all regulatory compliance and potential fines. The document emphasizes the importance of minimizing land disturbance, protecting natural vegetation, quickly stabilizing exposed areas, and maintaining erosion control measures until permanent solutions are implemented. Contractors must submit monthly erosion and sediment control inspection forms electronically and are solely responsible for addressing any noncompliance issues related to storm water discharges.
