About this file
This document is a safety requirements specification from KUB (Knoxville Utilities Board) for the Vaults 60, 87 & ET Structural Repair and Grating Replacement project. The document outlines comprehensive safety protocols and requirements for contractors working on or near the owner's facilities, with specific guidelines addressing personal protective equipment (PPE), work zones, gas facility work, and energized line safety. The specification references multiple safety standards and regulatory bodies including OSHA, TOSHA, ANSI, and APPA, and provides detailed instructions for maintaining worker safety across various work environments and potential hazards.
The safety requirements include mandatory personal protective equipment specifications, such as reflective vests, safety glasses, hard hats, and safety-toed boots, with provisions for additional task-specific protective gear. Contractors must conduct job hazard analyses, maintain work zone integrity, follow strict guidelines for open trenches, and adhere to specific safety measures when working near energized lines or gas facilities. The document includes a flowchart for crane and equipment clearance near energized lines, emphasizing a hierarchical approach to safety with preferred options for de-energizing and grounding equipment. The specification is comprehensive in its approach, prioritizing worker safety through detailed, prescriptive guidelines that exceed minimum regulatory requirements.
