About this file
This document is a Traffic Control specification section (Section 01 55 26) for the Knoxville Utilities Board (KUB) project involving Vaults 60, 87 & ET Structural Repair and Grating Replacement. The specification outlines comprehensive requirements for traffic control during construction activities within the City of Knoxville, Tennessee. The contractor is required to provide, install, maintain, relocate, and remove temporary traffic control devices and services in accordance with the Traffic Control Plan (TCP) and the Manual on Uniform Traffic Control Devices (MUTCD). Key responsibilities include obtaining necessary permits, submitting traffic and pedestrian control routing plans, and ensuring public safety through proper signage, barricades, lighting, and flagging.
The specification mandates strict adherence to local and federal traffic control guidelines, including conforming to the City of Knoxville's Policy on Work Zone Traffic Control. Contractors must obtain a temporary traffic control permit, keep a copy at the job site, and follow detailed protocols for device installation, maintenance, and removal. This includes using only approved traffic control devices, maintaining their visibility and condition, illuminating barricades from sunset to sunrise, and controlling construction parking to prevent interference with public traffic. The document emphasizes safety measures such as using retroreflective vests, stop/slow paddles, and providing adequate warning signs for construction hazards.
