About this file
This document is a technical specification section (Section 01 54 23) for Temporary Scaffolding and Platforms, prepared by KUB for the Vaults 60, 87 & ET Structural Repair and Grating Replacement project. The specification provides comprehensive guidelines for designing, installing, and removing temporary scaffolding in electrical vaults that will remain energized during construction activities. The scaffolding must be non-conductive, support personnel working on vault frames, and provide separation from energized electrical equipment at 600V and 15kV. Key requirements include using fire-resistant materials, designing platforms to support at least four times the intended load, maintaining a minimum platform width of 18 inches, and implementing appropriate fall protection measures.
The specification outlines detailed performance criteria, material selection, installation procedures, and safety protocols for the scaffolding. Contractors must submit shop drawings, load calculations, and ensure proper installation on firm, level foundations. Critical safety requirements include pre-installation inspections, weather monitoring, debris management, and worker training on scaffold hazards. Materials can be selected from steel, aluminum, or wood based on project needs and durability. The scaffolding must protect vault contents from personnel contact, falling debris, and construction-related dirt and dust, with specific instructions for erection, use, and eventual removal without altering the vault's interior conditions.

3930 TEMPORARY SCAFFOLDING AND PLATFORMS
REVISED 08/21/25 01 54 23 - 1
SECTION 01 54 23
TEMPORARY SCAFFOLDING AND PLATFORMS
PART 1 – GENERAL
1.01 SUMMARY
A. Section Includes:
1. Performance criteria for Contractor to design, provide, and all required labor and material to install and remove temporary scaffolding platforms as shown in the Contract Documents.
2. Temporary facilities shall be non-conductive scaffolding constructed to provide work surface and separation from energized 600V and 15kV conductors and equipment.
3. Working conditions for construction activities that will take place on the temporary facilities.
B. Related Requirements: Contract Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 specification sections, apply to this Section.
1.02 REFERENCES
A. Reference Standards: Any specifications and standards of the organizations and documents listed in this paragraph form a part of the specification to the extent required by the references thereto. In the event the requirements of the following referenced standards and specifications conflict with the specification section, the requirement of this specification shall prevail. In the event the requirements of any of the following referenced standards and specifications conflict with each other, the more stringent requirement shall prevail.
1.03 SUBMITTALS
A. Submit the following information for approval prior to delivery or installation.
1. Shop drawings/sketches of temporary scaffolding platforms
2. Calculations of maximum intended load and design safety factors.
1.04 SITE CONDITIONS
A. The electrical vaults that will contain these temporary scaffolding or platforms shall remain energized during all construction activities
B. The Contractor shall evaluate the work area’s size, clearances, and ground conditions in their design and to properly install Existing Conditions.
C. Contractor shall determine the scaffolding type based on the project requirements and site conditions, including means of safe access.
TEMPORARY SCAFFOLDING AND PLATFORMS 3930
01 54 23 - 2 REVISED 08/21/25
PART 2 – PRODUCTS
2.01 COMPONENTS
A. Description:
1. Scaffolding and support systems shall be designed and put into place to support the weight of personnel working on vault frames and to keep them separated above energized electrical equipment during all construction activities.
2. Where possible, material used shall be fire resistant and inhibited to avoid hazardous flames in the event of combustion of gases or electrical faults from within the vault.
B. Performance/Design Criteria:
1. Scaffolding shall protect the vault and its contents from personnel contact, falling debris/tools/equipment, and dirt/dust created from construction activities.
2. Loading considerations shall include workers, tools, materials, and environmental factors like wind, rain, and snow. Platforms shall support their own weight and at least four times the intended load of personnel, tools, materials, and equipment without failure or excessive deflection.
3. Working level platforms should be at least eighteen (18) inches or as wide as feasible while providing fall protection.
4. Due to the location of platforms, Contractor shall install guardrails only as required for proper personnel protection.
C. Fall Arrest Systems: If deemed necessary by the Contractor, personal fall arrest systems may be installed when it is determined guardrails or other protections are impractical or insufficient. This may include harnesses, lanyards, lifelines, and anchorage points. Body belts are not acceptable as part of a personal fall arrest system.
2.02 MATERIALS
A. Contractor shall select materials based on durability and project needs, such as steel, aluminum, or wood.
PART 3 – EXECUTION
3.01 EXAMINATION
A. Preinstallation: Inspect all scaffolding components (standards, ledgers, transoms, planks, base plates, supports, etc.) for damage before assembly.
3.02 PREPARATION
A. Protection of In-Place Conditions: Scaffolding shall maintain proper separation from and protection of all electrical equipment and conductors in the vault.
3930 TEMPORARY SCAFFOLDING AND PLATFORMS
REVISED 08/21/25 01 54 23 - 3
3.03 ERECTION/INSTALLATION
A. Erect the scaffolding on a firm, level, and stable foundation. Use base plates or sole board to distribute weight and prevent settling. Adjust uneven terrain with screw jacks or outriggers.
B. Assemble according to Manufacturer instructions or qualified person’s design.
C. Supported platforming with a height to base width ratio over 4:1 should have guying, tying or bracing at recommended intervals.
3.04 APPLICATION
A. Working on platforms cluttered with debris is prohibited. Keep the work area clear to prevent trips and falls.
B. Do not operate on scaffolding during storms, high winds, heavy rain, or lightning. Monitor weather and implement precautions
C. Never exceed the scaffold’s maximum intended lad or rated capacity. Do not extend working heights by using unstable objects like boxes or ladders on the platform. Do not use as an anchor point for fall arrest unless authorized and trained. Do not use scaffolding for rigging.
3.05 REMOVAL
A. At the end of all construction activities, all scaffolding, platforms, and support components shall be safely removed from the vault without changing the conditions of the interior of the vault.
3.06 TRAINING AND INSPECTION
A. Contractor shall train all workers on scaffold hazards, safety protocols, and procedures.
B. Inspect scaffolding and components for defects before each use and after event affecting structural integrity. Inspect any guying, ties, and supports before each shift. Immediately repair or replace damaged components. Ensure regular maintenance and checks for stability and damage.
