About this file
This is an exhibit document from the Oregon Department of Transportation (ODOT) detailing bid options for roof repairs at the Enterprise Maintenance Cold Storage Building. The project involves comprehensive roofing work on a 31-by-112-foot wood-framed structure with a 4/12 roof pitch. The base bid requires removal and reinstallation of existing metal roofing, flashing, and trim, along with installation of new 5/8" plywood sheathing, 2x6 purlins, synthetic underlayment, and eave trim. Add Alternate 1 encompasses all base bid work plus provision of new 12" Easy-Lock standing seam metal panel roofing in Glacier White color from Taylor Metal Products, new gable trim, and new vented ridge cap. A mandatory pre-bid conference is scheduled for April 6, 2026, at 11:00 AM Pacific Time at the project site; attendance is required for all bidders or authorized representatives, and non-compliant bids will be rejected as non-responsive. Bid submissions are due April 15, 2026, and must include the Bidder Information and Certifications Form, online pricing entry, bid security equal to 10% of the total bid amount, and a First-Tier Subcontractor Disclosure Form. Substantial completion is required by August 31, 2026, with final completion no later than September 30, 2026.
Award will be made to the responsible bidder submitting the lowest responsive bid combining totals from the base bid and add alternate, with only one option selected for award based on lowest cost. The estimated project cost for bonding purposes ranges from $100,000 to $250,000, and the project is anticipated to be funded with State of Oregon funds, contingent upon the agency's receipt of sufficient funding. Bidders must possess a valid Construction Contractors Board (CCB) license prior to submission, be registered in the OregonBuys electronic procurement system, and comply with Bureau of Labor and Industries prevailing wage rate requirements for Wallowa County (BOLI Region 13). The successful contractor must obtain and maintain a performance bond and a separate payment bond, each equal to the contract price, and must provide Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Commercial Automobile Liability of $1,000,000 combined single limit per occurrence, and Workers' Compensation and Employer's Liability insurance with minimum limits of $500,000 per accident. Liquidated damages of $600.00 per calendar day apply for delays beyond the substantial completion date. The contractor must submit product data for approval prior to construction and provide a one-year installation warranty on all workmanship along with all applicable manufacturer warranties.
