Summary of Exhibit 6 Plans and Enterprise Cold Storage Roof Repairs Project

This document is a technical exhibit containing structural specifications for the Oregon Department of Transportation's roof repairs project at the Enterprise Maintenance Cold Storage Building in Union County, Oregon. The project encompasses comprehensive roofing work on a wood-framed cold storage facility measuring approximately 31 feet by 112 feet with a 4/12 roof pitch. The base bid scope requires removal and reinstallation of existing metal roofing, flashing, and trim, with installation of new 5/8" plywood sheathing, 2x6 purlins, synthetic underlayment, and eave trim. Add Alternate 1 includes all base bid work plus provision of new 12" Easy-Lock standing seam metal panel roofing in Glacier White from Taylor Metal Products, new gable trim, and vented ridge cap. A mandatory pre-bid conference is scheduled for April 6, 2026, at 11:00 AM Pacific Time at the project site, with attendance required for all bidders; bid submissions are due April 15, 2026. Substantial completion must occur by August 31, 2026, with final completion no later than September 30, 2026, and liquidated damages of $600.00 per calendar day apply for delays beyond substantial completion.

Bidders must possess a valid Oregon Construction Contractors Board license and be registered in OregonBuys; all work must comply with Bureau of Labor and Industries prevailing wage requirements for Wallowa County. Bid submissions must include the Bidder Information and Certifications Form, bid security equal to 10% of the total bid amount, and a First-Tier Subcontractor Disclosure Form. The estimated project cost ranges from $100,000 to $250,000 for bonding purposes. The successful contractor must obtain performance and payment bonds equal to the contract price and maintain Commercial General Liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation coverage with $500,000 minimum per accident. Product data for roofing materials must be submitted for ODOT approval prior to construction, and the contractor must provide a one-year installation warranty plus all applicable manufacturer warranties. Award will be made to the lowest responsive, responsible bidder combining base bid and add alternate totals. The project is anticipated to be funded with State of Oregon funds, contingent upon the agency's receipt of sufficient funding. ODOT Authorized Representative Shelby Stout can be reached at Shelby.STOUT@odot.oregon.gov or (541) 952-1165.
