About this file

This is a Questions and Answers document (#1) for ITB S-73000-00012859 issued by the Oregon Department of Transportation (ODOT) for the Hunter Creek Maintenance Station Sander Storage Building project. The document addresses technical specifications and project requirements, including clarification that crushed rock minimum depth is 6 inches, finish grade requirements relative to an existing culvert pipe, removal of a portal frame from the contract, and confirmation that concrete specifications are in Section 03300. The project timeline was initially estimated at 8-10 weeks for completion, with ODOT confirming a shortened Notice to Proceed timeline since this is not a STIP or Federally funded project.

The document clarifies that ODOT will pay for special inspections while the contractor coordinates them, and all building permits have already been obtained and paid for by ODOT. The project includes $600/day liquidated damages, though substantial and final completion dates may be adjusted if required. Gutters and downspouts do not need to be purchased from the metal building supplier and must comply with Specification Section 077123. Contractors are responsible for determining their own material requirements based on plan specifications, particularly regarding excavation and structural fill requirements.

Questions and Answers #1

ITB S-73000-00012859

ODOT Hunter Creek Maintenance Station Sander Storage Building

Q1: C2/C102 diagrammatically shows crushed rock at different depths between footings. What is the minimum depth of crushed rock?

A1: 6” is the minimum depth of crushed rock. ODOT will issue an addendum in the near future reflecting this change to the plans.

Q2: Note #2 on C2/C102 indicates that elevations are TBD. Could we get that info prior to bid as this affects the excavation, haul off and import of structural fill.

A2: Note #2 on Drawing C102 states: “FINISH GRADE IS TO BE SET IN REFERENCE TO EXISTING CULVERT PIPE TO PROVIDE REQUIRED COVER.” Existing culvert is available for contractor’s measurements. Minimum cover requirements are shown. Contractor will need to make their own determination of material requirements to comply with the plan requirements. No additional information will be provided prior to bidding.

Q3: Sheet A101 at grid 1B indicates a portal frame if alternate #1 is to be implemented. Do we have a design on this portal frame? If not, is that to be purchased from your metal building supplier?

A3: The Portal Frame has been removed from the contact. ODOT will issue an addendum in the near future reflecting this change to the plans.

Q4: Are gutters and down spouts to be purchased from the metal building supplier? If not, is there a requirement beyond the information shown on the plans?

A4: There is not a requirement that gutters and down spouts be purchased from the metal building supplier. Specification Section 077123 contains requirements.

Q5: I did not see a concrete specification. Do you have specifications for concrete?

A5: Concrete Specifications are in Section 03300.

Q6: Are special inspections paid for by owner and coordinated by contractor? Is there a list of required special inspections?

A6: ODOT will pay for special inspections and contractor shall coordinate inspections.

Reference General Construction Note #5 on Drawing T101.

Q7: Are all building permits and fees by owner?

A7: Permits have been received and paid for.

Q8: ODOT typically has 30 days to award a contract with an extra week of protest time and 2 weeks to get contracts developed and signed. This leaves about 6 weeks to complete the work with $600/day liquidated damages. This project will take about 8-10 weeks to complete. Please advise. If required Substantial and Final Design dates may be adjusted.

A8: The timeline for Notice to Proceed will be much shorter than referenced above, as this project is not a STIP or Federally funded project removing some of the steps associated with a Highway and Bridge Construction project. There will not be a Protest Period for this project. If required, Substantial and Final Completion dates may be adjusted.
