About this file

This document is the Scoring Criteria attachment for an RFP issued by the Oregon Department of Transportation (ODOT) for Battery Backup Power Systems. The RFP is seeking one qualified supplier to provide scalable battery backup power systems for wireless microwave and two-way communication sites in Marion County and the City of Salem, Oregon. The scoring criteria outlines a total of 265 points across several categories, including technical requirements, power system solutions for large and small durations, and performance guarantees. Points will be awarded based on factors such as monitoring capabilities, ability to provide converters and inverters, duration and cost of backup power, and guaranteed stack capacity over 10 years.

The contract opportunity is expected to be an as-needed, multi-year agreement for the supply of these battery backup power systems. Pricing terms, set-asides, incumbent information, and funding sources are not specified in this document. However, it indicates the need for ODOT's Wireless Communication Section to have a qualified supplier that can meet their requirements and needs per site type.

Attachment F - Power Systems RFP - Scoring Criteria

There are a total of 265 points. Points will be calculated to the second decimal point (ex. 123.45). For additional detail on scoring, see the sections in attachments D1, D2, and D3 that are identified in the far left column.

Attachment D1: Mandatory Technical Requirements and Scored Desirable Items

Charger/Rectifier Provided Equipment: Question 3.1

Browser-based vs application based monitoring or both

If browser based – 5 points If not browser based – 0 points 5 pts

Attachment D1: Mandatory Technical Requirements and Desirable Items

Desirable Item - Provided Equipment: Questions 1 & 2

Ability to offer Converters and Inverters (Desired Equipment)

5 pts for Converters 5 pts for Inverters

10 Pts

Attachment D2: Power System Solution Scenarios

Project Scenario 1: Power System Solution – Large

Duration of backup power in days

Bidder with highest duration will get 100% of points. All other bidders will receive the calculated percent of total points by dividing the lower bidder duration by highest bidder duration.

Lower Bidder = Dividend Highest Bidder = Divisor Percentage = Quotient Example: 40 days/60 days = 0.67 Points = 50x0.67 = 33.50 50 Pts

Attachment D2: Power System Solution Scenarios

Project Scenario 2: Power System Solution – Small

Duration of backup power in days Bidder with highest duration will get 100% of points. All other bidders will receive the calculated percent of total points by dividing the lower bidder duration by highest bidder duration.

Lower Bidder = Dividend Highest Bidder = Divisor Percentage = Quotient Example: 3 days/4 days = 0.75 Points = 50x0.75 = 37.50 50 Pts

Attachment D2: Power System Solution Scenarios

Project Scenario 1: Power System Solution – Large

Cost Comparison Total cost will be divided by bidder’s Duration of Backup Power Calculation (in days) to determine a Power System Cost per Day of Backup Power.

Total Cost = Dividend Days of Backup Power = Divisor Cost per Day = Quotient Example: $10 (total cost)/2 (days of backup power) = $5 per day of backup power.

Lowest bidder will get 100% of points. All other bidders will receive the calculated percent of total points by dividing the lowest bidder total cost by higher bidder total cost.

Lowest Bidder = Dividend Higher Bidder = Divisor Percentage = Quotient Example: $5/$10=0.50 Points = 50x0.50 = 25 50 Pts

Attachment D2: Power System Solution Scenarios

Project Scenario 2: Power System Solution – Small

Attachment D3 – Performance Guarantee Requirements

Guaranteed Stack Capacity at 10 Years – Percentage

Attachment D3, Table B, Row 11, Column B The percentage listed by the Bidders at the 10-year mark will be the percentage of total points received.

E.g. The example table shows 83.8 percent at 120 months. That would results in a score of 41.90 points (.838*50 max points) 50 Pts

TOTAL POINTS POSSIBLE:
265
