About this file

This document is an Attachment D3: Performance Guarantee Requirements for a Price Agreement for battery backup power systems, resulting from a solicitation by the Oregon Department of Transportation (ODOT). The document provides an example of minimum performance criteria for a power storage system, and requires the Proposer to fill in a table with the parameters from the proposed battery bank. The Guaranteed Stack Capacity at timed intervals must be calculated based on specific parameters, with the 10-year (120-month) guarantee percentage used in the proposal scoring.

The related state and local contract opportunity is an RFP for Battery Backup Power Systems Price Agreement for ODOT's Wireless Communication sites, covering the jurisdictions of Marion County and the City of Salem. The Price Agreement will provide scalable battery backup power systems for ODOT's wireless microwave and two-way communication sites, on an as-needed basis.

Attachment D3: Performance Guarantee Requirements The following Table A is an example of a minimum performance criteria for a power storage system of the type to be provided under a Price Agreement resulting from this solicitation.

Instructions: Proposer shall fill in Table B with the parameters from the proposed battery bank from Attachment D2 – Project Scenario 1: Power System Solution – Large, following the example of Table A. Calculate the Guaranteed Stack Capacity at the timed intervals with the following parameters: the power system’s battery will be sole source of power with a 48 amp continuous draw once a month for a 24 hour period. Include an explanation of how the capacity values were determined. The Time-Based Energy Capacity Guarantee table is intended to be included in the successful Proposer’s awarded Price Agreement, and will be binding on the proposed battery banks identified in the “Project Scenario 1: Power System Solution – Large” sample.

The percentage listed at the 10 year (120 month) mark in Table B will be used in Proposal scoring – see Attachment F – Power Systems RFP - Scoring Criteria.
