About this file
This document contains attachments for a Request for Proposal (RFP) issued by the Oregon Department of Transportation (ODOT) Wireless Communication Services (WCS) division for a Power System Supply Solution contract. The RFP seeks qualified suppliers to provide scalable battery backup power systems for ODOT's wireless microwave and two-way communication sites across multiple jurisdictions in Oregon, including Marion County and the City of Salem.
The RFP includes two fictional project scenarios that proposers must address with detailed power system solution quotes, including equipment lists, diagrams, services, and total costs. The scenarios outline site conditions, power requirements, and backup power duration requirements, which will be used to score proposals based on both backup power duration and cost-effectiveness. The RFP specifies that the awarded contractor will be responsible for all product warranties, even if third-party equipment is included in the proposed solutions.

Attachment D2 Power System Solution Scenarios
Proposer must provide a power system supply solution for each of the two fictional scenarios listed below. For purposes of evaluation, the solution for each scenario must be in the form of a quote; however, the quotes are not to be considered actual quotes that can be accepted by ODOT. Each solution/quote must include a grand total price. These totals will be used in Proposal scoring – see each scenario and Attachment F for more information on scoring.
All item pricing included in the solutions/quotes must also appear in Proposer’s Attachment E – Price Proposal submission.
A “solution” means a power system that includes all components required to make the system function as intended. The proposed solution/quote for each scenario must include, at a minimum, an equipment list with brand name and general description of the equipment used in the solution, a simple sketch or diagram of rack equipment layout, all services included, and costs. (For example: consultation, implementation, setup, monitoring, adequate site access equipment, etc.) Products in a solution may be offered from a third party, but in the final awarded PA, the awarded Contractor is responsible for all warranties.
Each solution/quote must not exceed ten double-sided pages in length and must be labeled “System Solution-Large” or “System Solution-Small”. Each solution/quote must include an answer to the question posed at the end of the scenario. These answers will be used in Proposal scoring – see each scenario Attachment F for more information on scoring. General marketing materials will not be accepted and may result in disqualification from award consideration at ODOT’s sole discretion.
Project Scenario 1: Power System Solution – Large Sample: Power Supply System at Wolf Mtn.
Narrative: ODOT WCS (Wireless Communication Services) has just finished building a new mountain top Communications Site at Wolf Mtn. The new Communications Site will support LMR and Microwave radio services. The supply of commercial power to this site becomes less reliable from fall through spring seasons. It is highly possible commercial power can be down for extended durations up to 90 days if not longer.
ODOT WCS is requesting a Power Supply System for the Wolf Mtn. Communications Site, which is a brand new install for charger/rectifier, battery bank, any required ancillary equipment, and services. No removal of equipment required.
The intent of this new Power Supply System is to provide the longest duration of power backup combined with the generator backup and its fuel supply. For the purpose of this proposal scenario we are eliminating the HVAC and any Shelter Power Draw on calculations.
· Site Location: Latitude 43.616716 – Longitude -122.22998 – Closest City is Oakridge, OR
· Site Condition: Mountain Top
· 48 Amp Continuous Draw at 48 Volts positive ground
· 30kw Cummins Generator: Model# C30N6 – Vapor Propane Fuel
· Fuel burn chart for this model of generator has been added at the end of this document
· 1000 Gallon Propane Tank (800 Gallons of liquid propane available to use)
· Available footprint of seven (7) standard electronics racks spaces (19”W (Inside Diameter) x 30”D x 7’H per rack)
· DC Distribution needs to be located within the footprint of the given rack spaces
· DC Distribution is 24 output minimum
· All equipment shall be mounted inside the standard electronics racks,
· No mounting of equipment on sides of racks or outside of identified rack space, except for cable management
· Site is powered by commercial power
· An ODOT Wireless Technician will meet with contractor to guide up to site as needed
· Work Hours: Regular Work Hours (Non Emergency, Overtime Not Required)
If commercial power were to fail for an extended period of time, how many days of backup power can your power system solution provide with the listed site conditions, the listed generator backup with fuel, and battery banks that are initially at 100% full charge prior to losing commercial power? Provide your answer in days, to the second decimal point (eg. 12.34).
PROPOSAL SCORING: This scenario will be scored for both backup power duration and cost:
DURATION: 50 points are available for the answer to the backup power duration question. The Proposer with the highest number of days of backup power will receive 50 points. All other Proposers will receive a percentage of the total possible points by dividing the lower Proposer duration by the highest Proposer duration.
Example: Proposer A’s duration is the highest at 60 days. Proposer B’s duration is 40 days.
40 days/60 days = 0.67. Points = 50 x 0.67 = 33.50.
COST COMPARISON: 50 points are available for the calculation of the grand total price for the quote/solution divided by Proposer’s backup power duration.
Project Scenario 2: Power System Solution – Small Sample: Power Supply System at Coyne Ridge.
Narrative: ODOT WCS (Wireless Communication Services) is performing routine maintenance on an LMR Repeater and Microwave Spur Communication Site. This site has no commercial power and an existing Solar Array is the only power supply for battery recharging. Upon inspection, the batteries are nearing end of life and expected to need replacement within the next three months.
ODOT WCS is requesting a Power Supply System for the Coyne Ridge Communications Site, which consists of a new battery bank, possible charger/rectifier equipment, any required ancillary equipment, and services.
The intent of this new Power Supply System is to provide power to the site every day and also provide continuous power if the Solar Array fails.
· Site Location: Latitude 43.789556 – Longitude -117.800917 – Closest City is Juntura, OR
· Site Condition: Hill Top
· 12 Amps Continuous Draw at 48 Volts positive ground
· Available footprint is one (1) electronics rack space (19”W (Inside Diameter) x 30”D x 7’H per rack)
· DC Distribution needs to be located within the footprint of the given rack space
· DC Distribution is 12 output minimum
· All equipment shall be mounted inside the standard electronics racks,
· No mounting of equipment on sides of racks or outside of identified rack space, except for cable management
· Site does not have commercial power
· Site is powered by an existing Solar Array
· Assume Solar Array wiring is complete for your build
· Do not include this work in proposed solution/quote
· An ODOT Wireless Technician will meet with contractor to guide up to site as needed
· Work Hours: Regular Work Hours (Non Emergency, Overtime Not Required)
How many days of continuous power can be provided to this site if the solar array completely fails and the battery bank is initially at 100% full charge prior to losing solar power?
