Acquisition.gov publishes a unified government-wide Service Contract Inventory from FY 2022 forward. FY 2021 and earlier inventories use the same schema but cover civilian agencies only — DoD reporting is not included. Coverage scope is derived from the record's fiscal year and is fixed once the source file is loaded.

Notes

• Use coverage_scope to filter civilian-only rows out of multi-fiscal-year rollups when DoD coverage should be consistent across all years.
• When civilian-only rows are kept in a multi-year comparison, treat the earlier-year totals as a civilian-only signal, not a government-wide one.

Values

• government-wide: FY 2022 and later. The source inventory covers both DoD and civilian agencies.
• civilian-only: FY 2021 and earlier. The source inventory covers civilian agencies only; DoD service contracts are not in the row population.
