Intake questions attribute

The intake question answers a teaming interest owner provided when creating the interest.

Intake answers are keyed by question name. Each value carries the question that was asked, the owner's userInput, and the instructions shown alongside it.

This field is owner-only. Other users never see another owner's intake answers, even in cross-user discovery. GovTribe builds the interest's public AI summary from these answers, so the summary is the part other users can read.
