Request for Information/Industry Day - Event Security Perimeter Solutions (ESPS
The Department of Homeland Security's United States Secret Service is seeking to establish a multi-agency strategic sourcing vehicle called Event Security Perimeter Solutions (ESPS) to address increasing threats at major events. The contract will support two technical categories: Full Service/Integration and Equipment and Services, aimed at providing comprehensive security perimeter solutions for high-profile events such as presidential inaugurations, international summits, and other National Special Security Events. Vendors are requested to provide feedback through a Request for Information (RFI) that will help shape the eventual solicitation, with responses due by March 24, 2025. The RFI seeks detailed information about marketplace capabilities, technical category understanding, equipment offerings, deployment readiness, and current client support. An industry day is scheduled for March 25, 2025, at the James J. Rowley Training Facility in Laurel, MD, where vendors can showcase their products and services, with participation limited to four representatives per contractor.
The procurement is not set aside for any specific small business category and will be open to a broad range of support services contractors under NAICS code 561990. While specific award values are not disclosed, the contract is planned as a 10-year Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle supporting events primarily in major U.S. cities like Washington DC, Charlotte, and Milwaukee. The required security assets include portable vehicle barriers, concrete barriers, crowd control systems, anti-scale fencing, tenting, lighting, and other perimeter security equipment that can be leased or purchased. Contractors must provide U.S. citizen personnel, quarterly transactional data reports, and be capable of rapid deployment with minimal notice. The solicitation emphasizes the need for flexible, technologically advanced security solutions that can be quickly implemented across various event types and locations, both domestically and potentially internationally.
