Dry Ice Requirement
The FDA has arequirement for weekly delivery of dry ice to the FDA Long Beach Resident Post. The contractor shall deliver 400 lbs. dry ice, cut into 10 lbs. slabs once a week on the same day every week by 8:30 AM. The contractor will provide the FDA Long Beach Resident Post with a wheeled dry ice storage bin(s) for storage of weekly dry ice delivery. Ice bin dimension should not exceed 43” L x 27.5” W x 13.5” H to accommodate the space allotted in the FDA Sample Prep Room. Please refer to the attached solicitation for full details. NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. BackGround: The government contracted under a sole source award to Holtz Forestry, which holds the patent for a machine vision system for identifying, locating and determining dendrometric attributes of trees in the forest for use in the forest management. This is a follow on contract to complete the work. A complete system will be comprised of two parts: the first will be capable of assisting foresters in identifying and designating individual trees for harvest by analyzing tree diameter, taper and sweep. Additionally, the system can build maps which include the attributes and their global position in the forest stand. Special Notice 1/1 6/16/21, 12:05 PM Soil Carbon Measurement Using Mobile Inelastic Neutron Scattering (IDIQ)
The United States Army Corps of Engineers Engineering Research and Development Center intends to award an indefinite-delivery/indefinite-quantity contract to collect soil carbon measurement data from multiple Department of Defense installations using Mobile Inelastic Neutron Scattering technology. Data collection is projected to cover up to 5,000 acres per installation to study carbon sequestration in soils as part of reducing DoD greenhouse gas emissions. Re-scans will occur every two years over the five-year ordering period, with potential technology upgrades. Responses to the pre-solicitation notice are due by December 6, 2023 to CERL-CT-QUOTES@usace.army.mil.

Carbon Asset Solutions (USA) Inc., which holds the license for the novel and superior Mobile Inelastic Neutron Scattering method, is identified as the sole source awardee due to being the only entity capable of meeting the requirements to measure carbon across 5,000 acres at 64 acres per hour. The contract could involve data collection at multiple installations across the country over five years, with re-scans every two years and potential technology upgrades.
