Propulsor Composite Prototype
The Naval Sea Systems Command seeks proposals to provide design engineering, manufacturing support, and prototype development for composite and multi-material naval vessel components including propulsors, shafting, sonar arrays, and other shipboard equipment. Offerors must demonstrate experience with concept design, technology maturation, and completing manufacturing efforts as evidenced by drawings, prototypes, and other deliverables. Proposals are due by January 8, 2021 and will be evaluated based on technical qualifications, past performance, and price to select an awardee.
This requirement is set aside solely for small businesses and involves work in the 541712 and PSC J019 NAICS/PSC codes. Offerors will produce scale models and full-scale prototypes to demonstrate composite propulsor and other advanced materials technologies through 2025 with performance taking place throughout the United States. Previous similar contracts experienced cost and schedule overruns, so the selected contractor must control reimbursement costs under the indefinite-delivery, indefinite-quantity contract while meeting technical and timeline objectives.

The responses to this Sources Sought will be utilized to determine if any Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. The Naval Air Warfare Center - Aircraft Division at Patuxent River, MD announces its intention to issue, a contract for Management and Technical Service for the NAVAIR Ranges Sustainability Office for a period of 5 years, one base with four option years. This requirement is to support the maintenance, services, and upgrades for KTMs at ART and other DoD/DoE/NASA ranges. This encompasses several aspects: technical support, obsolescence correction, upgrades, software updates/modifications, on-site
maintenance, preventative maintenance, corrective maintenance to include nonwarranty hardware repair or replacement, spare parts, and replacement components. The planned start date is on (or around) 08 Dec 2022 with the final option year ending on (or around) 31 Janraury 2028.
ELIGIBILITY
The PSC for this requirement is J059; the NAICS is 811219 with a size standard of $22.0 million. All interested businesses are encouraged to respond.
ANTICIPATED PERIOD OF PERFORMANCE
The anticipated period of performance is 5 years with an anticipated start date 08 December 2022.
ANTICIPATED CONTRACT TYPE
The effort associated with this requirement is anticipated to be Firm Fixed Price (FFP). This support shall be at the following locations: on-site at Naval Air Warfare Center Aircraft Division, Patuxent River, MD, Contractor's facility and other Navy locations as
designated by the COR.

SUBMITTAL INFORMATION
It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to provide support the attached SOW. This
documentation must address, at a minimum, the following:
1. Title of the Requirement you are applying to;
2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status;
3. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point
of contact with current telephone number, and a brief description of how the referenced contract relates to the software described herein;
4. Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the city specified;
5. Management approach to staffing this effort with qualified personnel;
6. Statement regarding capability to obtain the required industrial security clearances for personnel;
7. Company's ability to perform at least 50% of the work; and
8. Company's ability to begin performance upon contract award.

SYNOPSIS: This Sources Sought Announcement is to assist the Combat Capabilities Development Command Soldier Center (CCDC Soldier Center) to identify potential sources to provide a nanoindentation instrument.

Background: The Government (CCDC Soldier Center) is in need of a nanomechanical tester for measuring modulus of micron and nanoscale material coatings on a wide variety of substrates and form factors.
Description: CCDC Soldier Center needs a nanoindentation apparatus capable of measuring hardness, modulus and layer adhesion of nanoscale to micron scale coatings. The instrument should be capable of measurements on not only flat substrates, but curved and fiber specimens as well.
Specific Specifications:
The instrument must:
Have a footprint smaller than 36 x 36 inches
Include in-situ imaging to include scanning probe microscopy
Be modular with options to upgrade to additional functionalities in the future, such as electrical testing and environmentally controlled testing
Be capable of performing testing at very high strain rates to approximate ballistic speeds and events
Include a vibration isolation system
Deliverables: One nanoindentation instrument with 1-year warranty and on-site installation
Delivery Date: The Government anticipates 16 weeks/months lead time for this item. The Government would like to have the instrument installed by October 2021

The Joint Project Manager Chemical Biological Radiological Nuclear Sensors (JPM CBRN Sensors) is seeking information from industry regarding their capability to provide a portable Aerosol Vapor Chemical Agent Detector (AVCAD) system. The AVCAD must be capable of detecting and identifying vapor and aerosol chemical hazards and operate in both dismounted and mounted configurations. Key requirements include one-person portability, high reliability, low false alarm rate, and remote operation and alarming via tablet computer. The U.S. Army, Navy, Marine Corps, National Guard, and Coast Guard will use the AVCADs to support various missions including monitoring, collective protection, base defense, decontamination, and reconnaissance. The government is updating market research to ensure technical and manufacturing readiness of available capabilities.
This requirement is not set-aside, and the government has not identified any potential incumbents or current contractors. The AVCAD contract will likely be awarded based on factors such as technical approach, manufacturing readiness, quality and reliability data, supportability, and pricing. Responses to the Request for Information are due by September 8, 2024, and the government may release follow-on notifications at its discretion, but will not provide feedback on submissions.
