About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal issued a Request for Information (RFI) Special Notice on November 26, 2025, regarding the U.S. Army Space and Missile Defense Command Reagan Test Site (RTS) Operations, Sustainment, Improvement, and Engineering (ROSIE) Follow-On Requirements. This RFI is strictly for market research and planning purposes and does not constitute a solicitation, invitation for bids, or commitment to award a contract. The government emphasizes that responding to the RFI does not obligate the USG to contract for any services, and non-response does not preclude participation in future solicitations. All information submitted is voluntary, will not be returned to respondents, and the government will not compensate contractors for costs incurred in developing responses. A follow-on ROSIE Contract Structure focused RFI is anticipated to be posted no later than March 18, 2026, on SAM.gov.

The RFI seeks industry feedback on supporting complex operations at the Reagan Test Site located on Kwajalein Atoll in the Marshall Islands, with a contract period of performance anticipated at four years plus three two-year optional periods and a planned transition beginning approximately 90 days prior to October 1, 2028. Interested parties were required to submit responses by 10:00 AM CST on December 17, 2025, via email in the form of a 10-page response letter. Eligible contractors must be U.S. companies capable of obtaining Secret facility clearances, with the expectation that personnel will also achieve Secret security clearances, and the government will provide Government Furnished Equipment while contractors propose additional specialized equipment as needed. Key requirements include 24/7/365 operational readiness, maintenance of sophisticated radar, optical sensors, and telemetry systems, support for United States Space Command tasking, cybersecurity management, and mission communications services across a highly corrosive remote environment, with approximately nine test missions occurring annually.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY – This RFI is issued solely for information, market research, and planning purposes.  This notice shall not be construed as a solicitation announcement, invitation for bids, Request for Proposals (RFP), quotes or an indication that the United States Government (USG) will contract for or issue a contract(s) as a result of this notice.  The USG is under no obligation to award a contract based on this notice, and solicitations are not available at this time.  Requests for a solicitation will not receive a response.  This notice does not constitute a commitment by the USG to contract for any supply or service whatsoever.  Not responding to this RFI does not preclude participation in any future RFP (if any are issued).  If a solicitation is released, it will be synopsized on the System for Award Management website, www.sam.gov.  It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

All information submitted in response to this notice is strictly voluntary; and will not be returned to the responder.  The USG will neither pay for requested information nor will it compensate any respondent for cost(s) incurred in developing information provided to the USG.  Proprietary or classified information shall not be submitted; the USG will not be liable for, nor suffer any consequential damages resulting from, any improperly identified proprietary information.

Due to recent changes in the organizational structure and command relationships on Kwajalein, Base Operations Support (BOS) requirements are no longer within the scope of the U.S. Army Space and Missile Defense Command (USASMDC) Reagan Testing Site (RTS) follow-on range requirements.  Please further note that it is anticipated that future Kwajalein BOS requirements will be pursued under a separate, standalone acquisition.  Interested parties should monitor SAM.gov for separate notices regarding future USASMDC RTS range requirements and future Kwajalein BOS requirements, respectively.

Note that future notices will refer to the “U.S. Army Space and Missile Defense Command Reagan Test Site (RTS) Operations, Sustainment, Improvement, and Engineering” or “ROSIE” acquisition.

All Attachments called out in the PWS are for bidding and execution purposes only and will be provided with actual RFP.
