About this opportunity
The Defense Microelectronics Activity (DMEA) is seeking a comprehensive assessment of their Building 2 cleanroom space at McClellan Park, California, to support Silicon Carbide semiconductor manufacturing capabilities. The solicitation (SOO 25-5A3) requires a contractor to evaluate the current state of approximately 20,000 sq.ft of idle cleanroom space, determine facility improvement and operations/maintenance costs, and project timelines for bringing the space to operational status. Proposals must demonstrate expertise in engineering design, construction management of advanced technology laboratory spaces, and semiconductor manufacturing facility experience. The evaluation will use a two-phase process that weights technical capability and past performance more heavily than price, with offerors required to submit three volumes: Technical (20-page limit), Past Performance (3-page optional), and Price. Proposals are due by 2:00 PM Pacific time on January 22, 2025, and must be submitted via email to Contracting Officer Robert Crandell.
The contract opportunity is not set aside for small businesses and will be conducted under FAR Part 13 Simplified Acquisition Procedures. The assessment must cover existing utilities and manufacturing infrastructure, including electrical systems, exhaust systems, bulk gases, cooling systems, and waste management systems. Specific equipment to be considered includes an Axcelis Purion XE high-temperature ion implanter, ASM/PE106 epitaxy reactors, and various measurement tools to support a production capacity of thick epitaxial film production on 4H-SiC substrates. The project requires compliance with California environmental permitting for TMA and expertise in scientific areas such as epitaxial growth and material analysis. Contractors must be registered in the System for Award Management (SAM) at the time of proposal submission, with final payment structured to be at least 20% of the total base effort price. The place of performance is located in McClellan Park, California 95652, with the potential for a milestone-based contract addressing the comprehensive facility assessment and improvement planning.

(1/14/2025) AMENDMENT 1 - Removes an overlooked statement in the Combined Synopsis and Solicitation document (font showing as struck) that does apply to this solicitation. There are no other changes to the RFP documents.
The purpose of this effort is for DMEA/DoD to obtain a comprehensive, accurate assessment of the current state, total facility improvement costs, Operations and Maintenance(O&M) costs, and projected timelines necessary to bring the existing DMEA Building 2 cleanroom space to operational status in accordance with the requirements stipulated in Section 3.0 of this document. In addition to hard facility improvement costs (labor, materials), the assessment shall include costs and schedule impacts associated with acquisition of any required permits (construction and equipment operation), and compliance with all applicable regulations governing the proposed modifications/improvements and sustained operation of the instantiated capability in the DMEA semiconductor fabrication facility.
Interested and capable firms are highly encouraged to provide a proposal and SOW as instructed herein. Please see attached combined solicitation/synopsis, SOO for contract scope, and proposal instructions and evaluation criteria.
