SOURCES SOUGHT SYNOPSIS This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The requirements of the aggregate data service are:· Data shall be provided in Microsoft Access 2003 format or in a format that conforms to the format of the existing FMC database. · The monthly data will be provided within eight weeks after the end of each calendar month.· The data shall include: o All imports and exports to/from U.S.o All steamship lines to be provided in both name and standardized 4-character codeso All vessel nameso All U.S. Portso All countries and foreign portso Commodity information to the 4-digit level using Harmonized codes and descriptionso Cargo volume in TEUs and metric tonso Conflag (whether a shipment is containerized or not)o Refrigerated cargo flago NVOCC cargo flagAdditionally, the contractor shall provide:· Accurate monthly data is required to be delivered to the FMC with no more than eight weeks (56 days) lag time from the end of each month.· Data shall be provided in Microsoft Access 2003 format or in a format that conforms to the existing FMC database.· Data shall be downloaded via File Transfer Protocol (FTP) and imported into an FMC in-house database.· Data must be in a format where data can be manipulated into various reports and specific time periods.· Provided data will be considered the property of the FMC for the purpose of report compilation and the development of a historical library.· The contractor shall provide appropriate look-up tables for all codes used, such as shipping lines, port codes (U.S. and foreign), and Harmonized Commodity codes, etc.· The contractor shall provide technical assistance to include, but is not limited to, answering questions regarding provided data.All responsible parties that feel they can provide this service should forward their capabilities in writing to lgrayton@fmc.gov. The Federal Maritime Commission has issued a Special Notice for a sole source subscription service for Port Performance data from S&P Global Limited. This Special Notice is not a solicitation and will not result in a solicitation.
The purpose of this Special Notice is to inform the public of the Federal Maritime Commission's intent to sole source the subscription services for Port Performance data to S&P Global Limited. The anticipated period of performance is from September 29, 2024 to September 28, 2029, with a base year and four one-year option periods. This purchase will be made in accordance with Federal Acquisition Regulations Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services. There are no set-asides or eligibility criteria for contractors, as this is a sole source procurement.

The Federal Maritime Commission's Bureau of Trade Analysis issued a Justification for Other Than Full and Open Competition (JOFOC) to sole-source an annual subscription to IHS Global Inc.'s Port Import Export Reporting Service (PIERS) data, which provides all U.S. waterborne import and export cargo movement data. The BTA requires this data to analyze the competitive impact of carrier and marine terminal operator agreements under the Ocean Shipping Reform Act of 2022. Market research determined that IHS Global Inc. is the sole provider that allows an unlimited number of records to be downloaded per session, meeting the agency's needs. The contract was awarded on September 29, 2024, though the award value is unknown. A Notice of Intent to Sole Source was posted on SAM.gov to allow other vendors to submit their capabilities.

Sources Sought The Federal Maritime Commission is conducting market research to determine if there are industry sources that can provide a comprehensive online database service for multiple users that must provide import and export information on cargo moving through ports in the United States to and from worldwide foreign ports. The information required is as follows: (1) Data from ocean bills of lading to include: * The name and address of the shipper, name and address of the consignee, name and address of notify party, vessel name, vessel number, port of origin, port of destination and transshipment, shipment container number, quantity and unit of measure, number of TEUs, detailed commodity description, Bill of Lading number, shipment departure date, shipment arrival date, and estimated value. * Accurate data is required with no more than three weeks lag time. Data must be updated daily. * Data must be available on a shipment by shipment basis. * Data must be in a format where data can be manipulated into various reports and specific time periods. * Historical data going back two years shall be available. (2) Non-Vessel Ocean Common Carrier (NVOCC) data which is obtained from house bills of lading that accompany the ocean bills of lading to include: * The name and address of the NVOCC shipper, name and address of the NVOCC consignee, name and address of the notify party, vessel operator, vessel operations ocean bill of lading number, vessel name, vessel number, pre-carriage/feeder vessel, date of sail, port of receipt, port of loading, port of discharge, ultimate destination, quantity, and commodity description. * Data must be accurate and no more than six weeks of lag time. * Data must be available on a shipment by shipment basis. * Data must be in a format where data can be manipulated into various reports and specific time periods.
