SOURCES SOUGHT SYNOPSIS


 


This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e).  NO SOLICITATION DOCUMENT EXISTS. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.  All information received in response to this RFI that is marked as proprietary will be handled accordingly. 

The requirements of the aggregate data service are:


·          Data shall be provided in Microsoft Access 2003 format or in a format that conforms to the format of the existing FMC database. 


·          The monthly data will be provided within eight weeks after the end of each calendar month.


·          The data shall include:


            o    All imports and exports to/from U.S.


o    All steamship lines to be provided in both name and standardized 4-character codes


o    All vessel names


o    All U.S. Ports


o    All countries and foreign ports


o    Commodity information to the 4-digit level using Harmonized codes and descriptions


o    Cargo volume in TEUs and metric tons


o    Conflag (whether a shipment is containerized or not)


o    Refrigerated cargo flag


o    NVOCC cargo flag


Additionally, the contractor shall provide:


·          Accurate monthly data is required to be delivered to the FMC with no more than eight weeks (56 days) lag time from the end of each month.


·          Data shall be provided in Microsoft Access 2003 format or in a format that conforms to the existing FMC database.


·          Data shall be downloaded via File Transfer Protocol (FTP) and imported into an FMC in-house database.


·          Data must be in a format where data can be manipulated into various reports and specific time periods.


·          Provided data will be considered the property of the FMC for the purpose of report compilation and the development of a historical library.


·          The contractor shall provide appropriate look-up tables for all codes used, such as shipping lines, port codes (U.S. and foreign), and Harmonized Commodity codes, etc.


·          The contractor shall provide technical assistance to include, but is not limited to, answering questions regarding provided data.

Please indicate your business size (Small, Large etc...) in your responses. This notice will close on Wednesday, August 27, 2014 by 1:30 p.m. (EDT).
