About this vehicle
The Department of the Air Force Air Mobility Command established this Master IDIQ for international and domestic commercial express package door-to-door delivery service on May 15, 2017, with the last date to order having closed on September 30, 2022. The vehicle is now inactive for new ordering and has been succeeded by Next Generation Delivery Services 2, awarded December 20, 2022. All 3,910 task orders awarded under this vehicle carried no set-aside designation.
The vehicle's combined task-order potential value stands at $3.3 billion, with $2.92 billion (89 percent) already obligated. Award activity peaked in 2022 with 567 orders, then declined sharply to just one order as of August 2026, reflecting the vehicle's post-closure maturation. Three contractors hold the entire awardee population: United Parcel Service Co. dominates with 2,744 orders worth $1.53 billion in combined potential value, followed by Federal Express Corporation with 999 orders worth $1.41 billion, and Polar Air Cargo Worldwide, Inc. with 167 orders worth $352.8 million.
Customer concentration is highly unbalanced. The Office of the Secretary of Defense placed 463 orders carrying $2.11 billion in combined potential value—roughly 64 percent of the vehicle's total potential value—dwarfing all other customers. The remaining 3,447 orders dispersed across 352 additional agencies, including the Federal Emergency Management Agency (198 orders, $2.6 million), Department of Veterans Affairs networks (198 combined orders, $276.1 million), and Department of the Army organizations (114 orders, $1.3 million).
Task orders typically ranged from small individual shipments under $2,000 to routine annual inmate property transfer contracts between $5,000 and $50,000. Notable exceptions include a $51.2 million consolidated transportation order (HTC71117DC003-36S79724F0001) and several mega-orders for consolidated shipments in $26.8 million, $4.5 million, and $1.7 million ranges placed in March 2023. Domestic shipments carried weight limits up to 150 pounds within CONUS and 300 pounds between CONUS and Alaska, Hawaii, and Puerto Rico; international shipments permitted up to 300 pounds with customs clearance processing.
Description
The Contractor shall provide international and domestic commercial express package door-to-door delivery service for the United States Federal Government and Cost Reimbursable Contractors.
