About this program
The Department of Justice Office of Justice Programs Victims of Crime program (CFDA 16.582) awards competitive grants to develop, expand, and strengthen victim service programs for crime victims nationwide through funding drawn from the Crime Victims Fund, most recently disbursing awards as of October 1, 2025.
The program funds direct victim services across all crime categories: emergency assistance, case management, shelter and housing, medical and dental care, victim advocacy, transportation, childcare, legal services, and employment assistance. Recent awards demonstrate concrete focus areas including domestic violence crisis response and shelter (with expanding pet-friendly programming), sexual assault hotlines and forensic nursing support, elder abuse case management and civil legal services, child advocacy and trauma-informed counseling, technology-enabled victim access platforms, hospital-based violence intervention, and specialized services for victims of technology-facilitated abuse, identity theft, and human trafficking. The program actively funds both direct service expansion and infrastructure development such as victim compensation claims management systems and multi-platform hotline technology.
Awards are split predominantly between Cooperative Agreements (50 percent of 1,608 total awards) and Project Grants (45 percent), with smaller Block Grant activity (5 percent). The Department of Justice Office of Justice Programs Victims of Crime division dominates funding, accounting for 921 awards totaling $607.3 million federal dollars obligated, alongside a secondary stream of 670 awards for $221.2 million from the broader Office of Justice Programs. Combined federal dollars obligated across the program total $838.3 million. Typical recent awards cluster in the $400,000 to $500,000 range for direct service projects, with some technology infrastructure and national hotline projects reaching $2 million.
Representative recent awards include CHILD, INC.'s $500,000 domestic violence community health worker expansion in Delaware (October 1, 2025); RAINN's $1.99 million cooperative agreement to expand the National Sexual Assault Hotline access via social media platforms (October 1, 2025); and the National Center for Victims of Crime's $2 million cooperative agreement to develop a law enforcement mobile app connecting victims to advocacy, rights information, and resources (October 1, 2025).
Multiple grant opportunities remain open or recently closed. The OVC FY 2026 Services for Victims of Crime opportunity (due June 23, 2026) solicits Project Grants for direct victim services across three categories: child and youth victims, elder victims, and other crime victims, with award ceilings anticipated at $500,000 each. The OVC FY 2026 Technology to Support Services for Victims of Crime opportunity (due June 23, 2026) funds Cooperative Agreements for technology development and organizational capacity to improve victim service delivery. An invited-only opportunity for Emergency and Transitional Pet Shelter and Housing Assistance (due September 23, 2026) supports pet-friendly domestic violence shelters. Award activity has remained steady at 49–77 awards per year over the past five years, and no evidence in the source suggests the program will cease or materially contract.
