About this opportunity

The Department of Justice's Office of Justice Programs (OVC) is seeking grant applications for victim services programs through the Crime Victim Assistance/Discretionary Grants program. This Notice of Funding Opportunity (NOFO) supports the development, expansion, and strengthening of victim service programs across the United States and its territories. The grant opportunity is structured into three distinct categories: Services to Child and Youth Victims, Services to Elder Victims of Abuse, Fraud, and Exploitation, and Services to Other Crime Victims. Eligible applicants include special district governments, tribal governments, non-profit organizations, state governments, and educational institutions. The primary objective is to increase the quality and quantity of victim services, with a focus on providing comprehensive support such as emergency assistance, case management, shelter, medical care, advocacy, transportation, and legal services.

Each category has an anticipated award ceiling of $500,000, with the funding designed to support organizations serving specific victim populations. The grant opportunity is currently posted with a due date of August 15, 2025, and will cover services for victims including children and youth (age 17 or younger), elder victims (age 55 or older), and other crime victims (excluding human trafficking). The performance period is expected to align with typical OVC grant timelines, likely spanning two to three years from the award date. Applicants will be evaluated based on their ability to provide targeted, comprehensive services to their specified victim population, with a particular emphasis on innovative and culturally responsive approaches to victim support.
