About Rape, Abuse And Incest National Network Rainn
Rape, Abuse And Incest National Network (RAINN), doing business as RAINN, is the nation's largest provider of services to survivors of sexual violence and a tax-exempt nonprofit organization headquartered in Washington, DC. Since its founding nearly three decades ago, RAINN has established and operates the National Sexual Assault Hotline, the country's first and only national hotline dedicated exclusively to survivors of sexual violence, and has provided lifesaving support to millions of victims through victim services, public education, and public policy programs. The organization delivers federal government services primarily through the operation of crisis hotlines, victim support programs, and specialized training initiatives designed to address sexual assault prevention, crisis intervention, and trauma-informed victim assistance across multiple federal agencies.
Through federal contracts, RAINN has secured substantial engagements with various government agencies to provide crisis intervention and victim support services. The organization's most significant contract is a $60.4 million firm fixed-price definitive contract awarded by the Defense Human Resources Activity on May 27, 2023, for SAFE Helpline Support Services extending through May 26, 2028, which provides crisis intervention and victim support services to military sexual assault survivors and active-duty service members. Additional contracts include a $906,550 purchase order from the National Science Foundation for RAINN Crisis Help Hotline services for fiscal years 2025 through 2027; a $708,951 definitive contract from the Office of the Assistant Administrator for sexual assault prevention and victim support services (completed February 26, 2025); a $145,890 purchase order from the National Science Foundation for crisis hotline services from January 2023 through April 2025; and a $125,822.80 purchase order from the Office of Procurement Services for telephone and text hotline services through April 21, 2025. RAINN also received a $42,350 contract from the U.S. Coast Guard for Senior Executive Accountability and Transparency Review Implementation Summit Support Services and a $35,550 purchase order from the Office of Procurement Services for AmeriCorps NCCC Sexual Misconduct Policy & Training Review. A $17,000 purchase order from the Federal Emergency Management Agency provided sexual misconduct awareness workshops in 2022. None of these contract awards utilized set-aside designations. Additionally, RAINN served as a subcontractor to Magellan Federal, Inc., providing operation and maintenance services for the Peace Corps Volunteer Anonymous Sexual Assault Hotline beginning July 30, 2024.
Through federal grants, RAINN has received substantial cooperative agreements from the Department of Justice's Office for Victims of Crime to expand and enhance its victim services delivery. Most recently, the Office for Victims of Crime awarded RAINN a $1,999,698 Cooperative Agreement under the Crime Victim Assistance/Discretionary Grants program (CFDA 16.582) effective October 1, 2025, through September 30, 2028, to expand access to the National Sexual Assault Hotline by integrating the service into popular online platforms such as Discord, Signal, Telegram, Kik, and Roblox, with funding supporting 60,000 hours of hotline service delivery. A previous Cooperative Agreement from the Office for Victims of Crime awarded from October 1, 2023, through September 30, 2026, funded RAINN's efforts to meet increased demand for quality hotline support services by enabling the delivery of 40,560 staff hours and 11,520 volunteer hours to expand victim services staffing and minimize wait times. An earlier Cooperative Agreement from October 1, 2021, through September 30, 2024, from the Office for Victims of Crime supported RAINN's technology advancement initiatives, providing 41,250 new staff and volunteer hours for crisis assistance and launching a targeted outreach and advertising campaign for Spanish-language hotline services. RAINN also served as a sub-grantee to Research Triangle Institute, receiving a subcontract related to project modifications dated March 22, 2023. All grant awards reflect RAINN's specialized expertise in trauma-informed crisis intervention, victim support services, and its commitment to serving both adult and child survivors of sexual violence, including historically underserved and marginalized communities.
